The Position:
The war in Ukraine has triggered one of the fastest-growing refugee emergencies in history, and the largest since World War II in Europe. The escalation of the conflict has caused civilian casualties, destruction of civilian infrastructures, including health facilities and maternities, disruption of Sexual and Reproductive Health (SRH) services and supply chain, and led to an increase in Gender Based Violence (GBV) including Conflict-Related Sexual Violence (CRSV).
Under the direct supervision of the Assistant Representative, the Data Technical Analyst will work in close collaboration with UNFPA staff, the Population and Development Branch at UNFPA headquarters, UNFPA Eastern Europe and Central Asia Regional Office (EECARO), and other agencies to support the production and refinement of Common Operational Datasets on Population Statistics (COD-PS), related population data products, analyses and documentation for Ukraine; and, Support the strengthening of the availability and quality of population socioeconomic statistics in Ukraine.

Qualifications and Experience
Education:
Post-graduate university degree or equivalent in the quantitative social sciences, such as economics, statistics, demography, epidemiology, sociology, data science, or related discipline. The graduate or postgraduate degree should be directly related to the substantive area identified in the post.
Knowledge and Experience:
- At least 2 years of experience in data collection, analysis, visualization, dissemination, database management and research within an academic or development institution in an international setting
- Strong knowledge of statistical methodologies, including strong competencies in the use of statistical programming packages such as R, Python, SAS, or STATA.
- Strong knowledge of demographic methods and statistical techniques for data completeness and quality assessment, processing, and analysis using a variety of health and population sources (CRVS systems, DHS, MICS, and population census)
- Experience in constructing subnational population projections for low- and middle-income countries
- Familiarity and/or experience working with refugee and internal displacement data from international humanitarian settings is an asset
- Experience in survey design, survey data collection, and survey data analysis
- Familiarity and experience with mark-up R languages such as MarkDown, RmarkDown, or Quarto is an asset.
- Ability to provide advice and guidance on the analysis, interpretation and application of data from incomplete and deficient population/demographic data
- Ability in meeting tight deadlines to support humanitarian response and disaster preparedness
- Strong interpersonal communication skills
- Familiarity with the UN system is desirable
Languages:
Fluency in English, working knowledge of other languages especially Ukrainian or Russian is desirable.
