The Position:
The Deputy Regional Director post is located in the UNFPA Regional Office for Asia & the Pacific and reports directly to the Regional Director. The post supports the Director in terms of the day-to-day leadership, programming and representation of the Office. The Region includes Regional, Sub-Regional Support, Area and Country Office structures.
The Deputy Regional Director provides leadership and guidance to the regional team of technical and programme staff and provides leadership to the RO in the absence of the Regional Director. S/He represents the Region in internal UNFPA meetings as required, with responsibility for building partnerships and coalitions for action under the broad policy guidance of the Director and interacts frequently with the Deputy Executive Directors, Division and Regional Office Deputy Directors, and Country Representatives.
S/He also represents the Region and/or UNFPA at high-level meetings with external partners, donors and stakeholders including senior government officials in programme countries; senior management of donor agencies, and missions in programme countries; global and regional international development Banks; international and regional organizations including Centers of Excellence, IGOs, NGOs, and academic and research institutions. Direct contacts are established and maintained with UN Missions of programme countries and donor countries for both advocacy and resource mobilization.
Job Purpose:
The Deputy Regional Director has primary responsibility for the following key objectives, which impact on all technical and programme operations across the Region of assignment:
- Leadership – Support to the Regional Director in the management of the Regional Office and leadership of the RO in the absence of the Regional Director
- Leadership of and guidance to the technical and programme team
- Oversight of the management of the regional programme
- Representation and Liaison
The Deputy Regional Director is a member of the Regional Director and Deputy Directors Team as well as of the Regional Management Team. S/He also serves as a member of standing committees.
Qualifications and Experience
Education:
Advanced University Degree in Social Sciences, including Public Health, Sociology, Demography, Gender, International Relations, Economics, International Development, Public Policy, Public Administration, Management or related fields.
Knowledge and Experience:
- At least 15 years of increasingly responsible professional experience in public administration and international development of which 10 years in the field of population and development at the international level;
- Strong track record of leadership in development programmes;
- Current knowledge of issues of population and development, sexual and reproductive health, and their place in the development and humanitarian agenda;
- Proven ability to lead, develop and motivate a diverse team of technical and programme specialists to achieve demonstrable results;
- Extensive network within the development community;
- Field experience is essential
Languages:
Fluency in English is required. Knowledge of other official UN languages pertinent to the region is desirable.
