Under the direct supervision of the UNFPA Representative, the Deputy Representative plays the leading role in the formulation and delivery of the UNFPA Country Programme and coordinates the day-to-day operations and programme work of the Country Office, including the decentralized office (DO).
Job Purpose:
The Deputy Representative heads the policy and oversight unit of the Country and Decentralized Offices and supervises a team of professionals in that unit; inspiring it to translate the regional and country goals into specific solutions and results. He/She provides guidance and liaises directly with other heads of units for quality assurance, policy application, effective and sound resource management, and programme monitoring and evaluation; ensuring results-based management across both operations and substantive activities.
The Deputy Representative promotes partnerships, synergy and strategic alliances with counterparts in government, bi-lateral and multi-lateral agencies and civil society. He/She contributes to the UN systems coordination through participation in policy dialogue and provision of inputs into joint common system initiatives (such as joint programmes of the UN Country Team).
The Deputy Representative is a member of the UNFPA Country Office Senior Management Team. He/She acts in absence of the Representative.
Qualifications and Experience
Education:
Master’s degree in public health, medicine, sociology, demography, gender, international relations, international development, economics, public administration, management and/or other related field.
Knowledge and Experience:
7 years of increasingly responsible professional experience in the fields of development, sexual and reproductive health, gender and population activities, including programme designing, appraising and management.
Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities, having demonstrated ability in the area of advancing a communication and advocacy agenda in a related field.
Proven ability to lead and manage teams to achieve demonstrable results, monitor quality assurance, fund management, and policy guidance, oversight and application.
Excellent communication skills in speaking and writing in English to foster engaged partnerships at a high level of representation and to maintain political partnerships in the assigned country.
Field experience and experience in national coordination mechanisms across a variety of sectors, UN reform and joint programming involving multiple donors and partners are strong assets.
Computer Skills:
Proficiency in current office software applications.
Proficiency in Atlas, PeopleSoft, and other computerized applications used by the UN.
Languages:
Fluency in oral and written English.
Working knowledge of French or Spanish, desirable.
