Background:
The West & Central Africa Region is strengthened its management structure resulting in a number of management positions being upgraded in order ensure key stakeholder management and continued support for the programmes on the ground. Strengthening management positions at the country level will ensure that country offices have the right balance and mix of skills and expertise to deliver on the 2030 agenda and achieve transformative results.
West and Central Africa is predominantly composed of fragile countries, where UNFPA implements large ad imperative to strengthen a staffing structure that was becoming increasingly inadequate.
Job Purpose:
Under the guidance of the Representative, you play a leading role in strengthening the Country’s capacity to implement the ICPD Programme of Action, supporting national development efforts to achieve the SDGs, and ensuring national ownership. You are accountable for the effective development and management of an innovative Country Programme of Cooperation focused on population and development and universal access to sexual and reproductive health and rights, including maternal health, family planning, gender, and adolescent and youth empowerment.
You are responsible for promoting, at the national level, the goals of the programme and ensuring the integration of issues of sexual and reproductive health and rights in the broader national development agenda. Through engagement with national counterparts, compelling advocacy, and delivery of effective programmes, including in emergency settings, you serve on the frontline, validating the mandate of the organization and its ability to deliver high quality results. Your ultimate accountability is to the people that you serve; the most vulnerable, excluded, or marginalized and for the causes that you serve; human rights, sustainable development and humanitarian relief.
Qualifications and Experience
Education:
- Post-graduate university degree in one or more of the following disciplines: International Development, Public Policy and Administration, Political Science, International Relations, Economics, Public Health, Sociology, Demography, or other Social Science field.
Knowledge and Experience:
- 7 years of increasingly responsible professional experience in public administration and international development at the international level.
- Experience leading and managing complex development and humanitarian programmes in civil society organisations and/or the United Nations
- Good understanding of human rights, population and development, sexual and reproductive health and rights, gender equality, and their place in the development agenda;
- Strong high-level negotiation skills;
- Good knowledge and understanding of UN and International development frameworks and the sustainable development goals;
- Proven ability to lead and manage teams to achieve demonstrable results;
- Identify strongly with the United Nations values and principles, and the Mandate of the United Nations Population Fund, UNFPA, in particular;
- Demonstrable management and field experience is essential, specifically in complex countries or humanitarian situations.
- Demonstrated ability to sustain and advance current partnerships.
Languages:
- Fluency in English and French required.
