The Position:
Under the supervision of the Midwifery Specialist, the Regional Midwifery Specialist will ensure effective and technical support, coordination, and oversight of UNFPA’s Special Trust Fund for Afghanistan for all local and sub-offices as part of UNFPA’s humanitarian programming and response in Afghanistan. The focus of the response is on Sexual and Reproductive Health(SRH) and Gender-Based Violence (GBV), requiring close coordination with the respective Country Office (CO) teams and partnering United Nations Agencies.

Job Purpose:
The Special Trust Fund for Afghanistan (STFA) was established on 20 October 2021 in response to the events of 15 August 2021. The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the Area-Based Approach for Development Emergency Initiatives (ABADEI) Strategy and the UN joint programmes developed under it. The ABADEI Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan and is aligned with the United Nations Transitional Engagement Framework. It offers an integrated yet decentralized approach to programming for community resilience. It proposes an innovative, inclusive, and highly agile approach, that puts people first, targets the most vulnerable and meets specific local needs.
UNFPA as a member is committed to delivering an integrated, multi-agency, nationwide response to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) needs. As part of this response, the Regional Midwifery Specialist will be responsible for the technical implementation and coordination of the STFA project and oversight of the midwives delivering the services in all local and sub-offices in Afghanistan. S/he will work in close collaboration with humanitarian agencies (UN and international NGOs) and national partners and civil society organizations to implement the STFA scale up in the region.
You would be responsible for:
Coordination:
- Coordinate with other STFA technical focal points and the local midwifery specialists in the sub-offices: Kandahar, Jalalabad, and Herat.
- Participate in meetings including STFA coordination and consultations related to the project and prepare the reports when required.
- Build strong partnerships with STFA partners and stakeholders at the provincial and district level.
UNFPA Project Implementation:
- Supervise and follow up on all activities programmed under STFA and contribute to the design and scale up to the additional regions.
- Provide technical support and guidance to the implementing partner, technical staff, and partner agencies to ensure good quality implementation of project activities in all local and sub-offices of UNFPA Afghanistan.
- Provide technical and evidence-based guidance to inform midwifery education and midwifery practice in Afghanistan.
- In consultation with relevant UNFPA units, review and prepare work plans and budget revisions of the projects in all local and sub-offices of UNFPA Afghanistan.
- Organize and supervise training/awareness sessions/workshops on SRH as outlined in the project documents.
- Facilitate effective learning and development of competencies within areas of practice by supporting midwives in the field in planning, implementing, evaluating, and documenting the provision of Reproductive Maternal Neonatal Child Adolescent Health (RMNCAH) services.
- Contribute to aligning the midwifery practice in Afghanistan to international standards (International Confederation of Midwives and World Health Organization).
- Propose innovative midwifery practice in accordance with national standards.
Assessment, Monitoring, and Evaluation:
- When and where security allows, conduct regular field missions to sub-offices of UNFPA Afghanistan and the project sites and provide inputs on the assessments and status of the project.
- Monitor progress of the project activities, identify sources of delays in the project implementation, contribute to feasible solutions, and ensure follow-up actions are being carried out.
Reporting:
- Prepare regular reporting on project status to be submitted to the Midwifery Specialist.
- Contribute to the development of new proposals.
- Write quarterly work plans and other reports as needed or requested.
- Any other activities as requested by the CO.
Qualifications and Experience
Education:
- Registered Midwife with an advanced university degree in health care sciences, public health, or other related fields.
Knowledge and Experience:
- At least 5 years of increasingly responsible professional and managerial experience in programme/ project management in the field of midwifery or maternal health, including at least 3 years in developing countries.
- Prior experience working in a multi-stakeholder environment including NGOs, and bilateral and multilateral agencies.
- Willing to travel to remote parts of the country to monitor the implementation of projects.
- Ability to use Microsoft Office and Google Workspace applications.
