Position Summary:

This Finance Specialist position is located within the Accounts Section, Finance Branch of the Division for Management Services and will directly report to the Chief of the Accounts.

The Finance Branch is responsible for global financial management, issuance of management and statutory reports, preparation of donor reports, support to and monitoring of field offices on all financial and accounting matters, management of corporate accounts and the continuous development of corporate financial policies and guidance. The Branch also plays a key role in the custody and distribution of financial resources and the monitoring of expenditures and the strengthening of ongoing compliance with the International Public Sector Accounting Standards (IPSAS) adopted by UNFPA in 2012.

The Accounts Section currently consists of four teams – global monitoring and advisory team (GMAT); the revenue and donor reporting team, the statutory reporting unit and the payment team.

GMAT is responsible for providing monitoring and support services to field offices and HQ units (UNFPA Business Units) in the areas of accounting and financial management.  

The Finance Specialist is responsible for global finance, accounting, and financial monitoring and support to UNFPA field offices and HQ units. The Finance Specialist promotes a client-oriented approach and contributes to implementation of Finance Branch Office Management Plan.

Qualifications and Experience:

Education: 

• Advanced university degree in Accounting, Financial Management or related discipline. A relevant first level university degree combined with a recognized accounting designation (CA, CPA) may be acceptable in lieu of the advanced university degree.

Knowledge and Experience:

• At least 7 years of experience in financial management, accounting and/or related area with minimum 5 years of supervisory experience
• Extended specialized experience encompassing in accounting, financial management, IPSAS implementation, preparation of financial reports / statements for external bodies
• Excellent Excel skills, experience with ERP (PeopleSoft) and database systems is preferred
• Excellent written and spoken communications skills.

Languages:

• Fluency in English is required; working knowledge of another UN language desirable
