Job Summary
Division for Management Services enables UNFPA to effectively and efficiently manage its financial resources and assets towards the achievement of the Fund’s strategic and programmatic objectives, and to ensure the financial sustainability of the organization. To this end, it establishes policies and provides advice, operational guidance and support in the areas of accounting and reporting, budgeting, financial management, management of implementing partners, risk management and internal controls, assets and facilities management, and general services. DMS interacts extensively with all UNFPA field offices (at country and regional level) and Headquarters (HQ) units.
The Finance Branch is responsible for global financial management, statutory and specialized reporting, and for policy development and the provision of advice, operational guidance, support and oversight in the areas of general accounting, accounts payable, contributions receivable, other accounts receivable, fund management, donor reporting, treasury management, management of cash transfer to IPs, and inventory management. The Branch also plays a key role in the custody and distribution of financial resources and the monitoring of expenditures and the strengthening of ongoing compliance with the International Public Sector Accounting Standards (IPSAS).
The Global Monitoring and Advisory Team (GMAT) is responsible for providing guidance, support and oversight to UNFPA field offices and HQ units in the areas of accounting and financial operations, to ensure a more effective and transparent management of and accounting for financial resources.
Under the overall supervision of the Chief, Accounts Section, the Finance Specialist leads the GMAT team to achieve its objectives, by providing guidance and expertise, leading new initiatives, coaching, contributing to the implementation of new systems and tools. The Finance Specialist promotes a client-oriented service approach and contributes to the implementation of the GMAT outputs within the Finance Branch annual Office Management Plan.

Qualifications and Experience
Education:
Advanced University Degree in Finance/Accounting or related disciplines. An internationally recognized professional accountancy qualification/certification together with a Bachelor’s degree in the fields mentioned will be deemed equivalent to an advanced degree for this position.
Knowledge and Experience:
- At least 7 years of experience in financial management, accounting and/or related area with minimum 5 years of supervisory experience;
- Extended specialized experience encompassing in accounting, financial management, IPSAS implementation, preparation of financial reports / statements for external bodies;
- Excellent Excel skills and experience with ERP and database systems. Experience with major ERP software e.g. Oracle, SAP is an advantage;
- Excellent written and spoken communications skills.
Languages:
Fluency in English is required; working knowledge of another UN language desirable
