Gender-Based Violence Consultant

Duration: 6 weeks initially (with possibility to extend)

Starting date: 5 January 2016

Under overall guidance of UNFPA Deputy Representative and direct supervision of International GBV Coordinator, three teams of national and international consultants are expected to conduct assessments and build capacity of GBV stakeholders to prevent and respond to GBV in three states in the South East region.

Key Tasks and Responsibilities 

• Develop strategic relationships with women’s groups to best identify those stakeholders required to be part of the Stakeholder consultation meetings
• Consult with key stakeholders, particularly by listening to the voices of local women’s organisations, faith based organisations, government officials to identify specific needs of women and girls in South East regions.
• Undertake Knowledge, Attitude and Practice (KAP) analysis on the use of the referral pathways and the challenges and recommendations to support increased reporting of GBV to enable an environment of accountability.
• As a member of team of national and international consultants, coordinate, manage and facilitate the coherent and effective implementation and facilitation of six Stakeholder consultations in Mon, Kayah and Kayin states
• Develop and adapt training material for police officers and health professionals based upon previous UNFPA training packages as well as the integration of specific issues raised as part of the Stakeholder Consultations to build trust and strengthen survivor centred and safe referral pathways and reporting structures.
• Provide technical support to the country office, the UN and other partners aimed at capacity building and institutional strengthening in the South East region;
• Support and advise the sub-office and country office management; build knowledge and programming practices in relation to GBV in the South East;

Key deliverables with deadlines

State and regional consultation and assessments

• Under guidance of International GBV Coordinator, develop an assessment tool and the analytical framework for regional consultation in collaboration with the team 11 January 2016
• Selection of women’s organisations from each of the three states and agenda for first round of consultations to be finalised by 11 January 2016 to be delivered by soft copy
• Stakeholder consultations report to be finalised in consultation with the team and delivery by soft copy by 15 January 2016
• Selection of women’s organisations from each of the three states and agenda for the second round of consultations to be finalised by 15 January 2016 to be delivered by soft copy
• Delivery of KAP analysis (consolidation of assessment data and stakeholder consultations), in consultation with the team on 15 February 2016

Capacity building and technical assistance:

• Development or adaptation of training material for health professionals to be completed by 20 January 2016 to be delivery by soft copy
• Development or adaptation of training material for police service by 20 January 2016 to be delivered by soft copy
• Final report including challenges and recommendations to be provided by 15 February 2016 by soft copy.

Education and experience requirements:

Education: 

• Advanced university degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field;

Knowledge and Experience:

• At least 5 years of increasingly responsible relevant professional experience, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
• Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards;
• Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings;
• Prior training in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
• Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
• For international consultants, experience in post conflict situation, in particularly Myanmar is an asset.
• For national staff, knowledge and working experience in the South East region as well as network of women’s organisations is an asset

Languages:

• Fluency in oral and written English essential.
