The position:

Chad is the fifth largest country in Africa. For more than half a century it has been torn by a persistent civil war between different groups of population causing humanitarian needs. More precisely, 5.5 millions of people are estimated in need of humanitarian protection and assistance in 2022, half of them are women and girls. Chad is the most vulnerable country in the world to climate change, too, drained by drought and food insecurity; and it occupies 187 place over 189 in the Human Development Index Ranking, 2020. In addition to this and in the context of the COVID-19 pandemic, Chad is still grappling with security challenges which are protracting the crisis and exacerbating the vulnerability of the population. With a high fertility rate of nearly seven children per woman, the population of Chad is estimated at 16.43 million in 2020; two-thirds of this population is younger than 25, 46.8 % is the workforce, and the over-60s represent 3.6 % of the population. Lastly, 23.1 % of the population of Chad is concentrated in urban areas. 

In Chad, UNFPA is actively supporting the National Development Plan and the government in its 2030 Vision “Chad that we like '' towards Sustainable Development Goals. With emphasis on UNFPA three transformative results, the UNFPA country program covers seven provinces, including three mixed settings with both development and humanitarian needs. UNFPA is working towards the humanitarian-development-peace nexus to improve its country program results in such a high-risk settings and protracted crises as well as to align as well with the UN Quadrennial Comprehensive Policy Review (QCPR). 

UNFPA humanitarian response is delivered in close collaboration with government authorities, UN sister agencies and non-governmental organizations and it is focusing on the prevention, risk mitigation and response to GBV as well on comprehensive sexual and reproductive health (SRH) services. Current, UNFPA response package includes assisted delivery, obstetric care, family planning, GBV coordination, clinical management of rape, psychosocial support, GBV case management, women and girls’ safe spaces, and GBV prevention. In Chad, UNFPA has the responsibility of leading the GBV coordination body, called a “GBV Sub-Cluster”, under the Protection Cluster. UNFPA is also responsible for SRH coordination towards its SRH Working Group within the Health Cluster. In addition, UNFPA co-chair the PSEA Task Force.

Comprehensive GBV prevention and response programming in humanitarian emergencies requires skilled coordination of a range of stakeholders. The GBV Coordinator will represent UNFPA in an inter-agency capacity to ensure a robust and well-functioning coordination body that promotes the highest standards of GBV prevention and response, in line with global guidance, and deliver a more effective and coordinated GBV response. 

The GBV Coordinator’s duties include:  building and sustaining partnerships, strategic planning, capacity development, advocacy, and information management. The GBV Coordinator will use the GBV Area of Responsibility’s Handbook for Coordinating Gender-based Violence Interventions in Emergencies (2019), Inter-Agency Minimum Standards for Prevention and Response to GBV in Emergencies and IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, to facilitate planning, coordination, monitoring and evaluation of inter-organizational GBV initiatives.

Qualifications and Experience

Education: 

MA/Advanced university degree, with specialization in areas such as social work, public health, gender, law/human rights, international relations, and/or other related social science disciplines.

 Knowledge and Experience:

·        A minimum of 7 years of specialized experience addressing GBV at the international level, preferably in a humanitarian context.

·    Experience leading inter-agency coordination mechanisms with a wide range of stakeholders. Previous experience as GBV Coordinator is preferable, experience as PSEA Coordinator or in gender and protection related coordination roles are an asset. 

·        Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.

·        Demonstrable knowledge of humanitarian emergency operations, including the Sector System and HPC, and roles/responsibilities of key humanitarian actors.

·        Direct experience providing support to GBV survivors is an asset.

Languages:

·       Fluency in French and working knowledge of English are required.

Computer Skills:

·       Proficiency in the latest office software applications.
