The position:
Under the overall supervision of the UNFPA CO Representative and the functional supervision of the Deputy Representative the incumbent facilitates and coordinates the rapid implementation of multi-sectoral, inter-agency GBV interventions in support of a robust and well-functioning GBV coordination body as part of the humanitarian architecture in Burkina Faso. He/she will work in close collaboration with the WCARO GBV colleagues and in particular with the GBV Area of Responsibility (GBV AoR) team to ensure proper integration of GBV in the UNFPA national and regional response.
More precisely, the GBV Coordinator is responsible to ensure comprehensive GBV prevention, risk mitigation and response programming in Burkina Faso by all GBV actors from the displaced and host communities, NGOs, government partners, UN agencies, and other national and international organizations throughout the nexus humanitarian, peace and development.
Job purpose
The humanitarian situation in Burkina Faso is marked by high levels of food insecurity and instability, it counts 1.5 Internally Displaced Persons (IDPs) as of the end of November 2021 and has been deteriorating quickly and severely during 2021. In 2021, the humanitarian response plan for Burkina Faso was funded at 42% of requirements, with GBV reaching 13.6% of financial needs. For 2022, approximately 0.6 M of women and girls are in need of protection from GBV. In Burkina Faso, UNFPA coordinates the GBV Area of Responsibility, a GBV coordination body part of the Protection Cluster and has four sub-national presence.
She/she will promote the highest standards in GBV coordination line with global guidelines and operational principles such as gender equality, survivor-centered, accountability, localization and partnership. Its GBV Coordinator’s duties include: building and sustaining partnerships, strategic planning, capacity development, advocacy, information management and resource mobilization.
The GBV Coordinator will use the GBV AoR’s Handbook for Coordinating Gender-based Violence Interventions in Emergencies (2019), Inter-Agency Minimum Standards for Prevention and Response to GBV in Emergencies (2019)and IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery (2020), to facilitate planning, coordination, monitoring and evaluation of inter-agency GBV initiatives.
Qualifications and Experience
● At least a bachelor degree (BA), preferably a master degree (MA), in social work or other social sciences, public health, community health, international relations, international law, human rights or related fields.
● 5-7 years of experience working on gender-based violence, of which 4 are at the international level, preferably in a humanitarian context.
● At least 3 years of experience leading inter-agency coordination mechanisms with a wide range of stakeholders. Demonstrable knowledge of the critical components to facilitate effective inter-agency coordination.
● Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
● Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and HPC, and roles/responsibilities of key humanitarian actors.
● Experience designing and managing GBV programmes in an NGO (recommended).
● Commitment to a survivor-centered approach in the response to GBV
● Diplomacy and assertiveness; the ability to respectfully and carefully confront and discuss sensitive issues with a wide range of actors, groups and individuals. Sensitivity to and respect for a range of cultural beliefs.
● Group facilitation skills and experience.
● At least 5 years experience in conducting training on GBV issues.
● Proficiency in English and French.
Other Desirable Skills:
Initiative; strong conceptual abilities; sound judgment; strong interest in development work, especially the mission of UNFPA; and dedication to the principles of the United Nations. Prior training in humanitarian protection and GBV in emergency settings.
