Duty Station: Kabul, Afghanistan (* Currently, Kabul/ Afghanistan is a non-family duty station).
Position Summary:
The position is located in the UNFPA Kabul, Afghanistan Country Office. The position reports to the Gender Specialist, and works under the overall supervision of the UNFPA Representative and Deputy Representative.
Under the overall supervision of UNFPA Representative, Deputy Representative and direct supervision of the Gender Specialist, the GBV Sub-Cluster Coordinator will be based at Afghanistan CO in Kabul. S/He will work in a highly complex operating environment with important programme partnership engagements and/or representations. S/He provides input on GBV Sub-Cluster (GBVsc) Coordination and GBV Information Management System (GBV IMS) to support the GBV specialist in day-to-day management of cluster work Office. S/He supports the formulation and delivery of interventions in GBV Sub-Cluster Coordination and GBV IMS component of the Country Programme including GBV data collection in emergency and development contexts. S/He will work closely with the Ministry of Public Health (MoPH), Ministry of Interior Affairs (MoI), Ministry of Women Affairs (MoWA), and Afghanistan Independent Human Rights Commission (AIHRC), provincial authorities, NGOs and other key players in GBV coordination and in streamlining GBVIMS. Within the UNFPA Country Office, s/he will work closely with staff working on GBV programmes in health and police/legal sectors and with those in the Humanitarian Emergency Unit. S/He works closely with National Technical Advisers posted at MoPH, MoI, MoWA, AIHRC, and any consultant as assigned by the Representative or Gender Specialist. The GBV Sub-Cluster Coordinator is a member of the Programme Team of the UNFPA Country Office.
Requirements:
Qualifications and Experience
Education:
· Advanced Degree in social sciences, public health, community health, international relations, human rights or related fields.
Knowledge and Experience:
· 5 years of relevant experience preferably in GBV and emergency and humanitarian programming and coordination, including field experience;
· Skills in building strategic alliances and partnerships; strong communication and networking skills; excellent organizational skills;
· Proven management, coordination and of programme development skills;
· Strong capacity building experience in the area of GBV coordination; Experience in developing and/or contributing to the development of training materials, and experience in facilitation and conducting training;
· Experience with research and data collection and analysis; and database management.
· Ability to self-manage; good level of emotional intelligence, empathy and conflict management as well as negotiating skills.
· Appropriate and transparent decision making abilities;
· Analytical and strategic thinking, results orientation, commitment to excellence;
· Excellent oral and written English skills. Knowledge of Dari or Pashtu is an asset;
· Knowledge and understanding of UN humanitarian relief operations and procedures;
Prior UNFPA experience, particularly in the humanitarian area, is an asset
Languages:
· Fluency in spoken and written English is required. Knowledge of Dari or Pashto is an asset, but not required.
