The Global Programming System (GPS) is UNFPA’s electronic workplan management tool, part of UNFPA’s ERP system (Atlas).

GPS II provides the functionality used by UNFPA Implementing Partners (IPs) to submit Funding Authorization and Certificate of Expenditure (FACE) form to request cash advances; report on their use; request the reimbursement of expenses; and make direct payments to vendors; for programme implementation purposes. GPS II is being launched in phases throughout 2017, by geographic region.

Under supervision of the Chief, Accounts Section, the selected consultant will perform the following activities:

  • assist UNFPA field offices (FOs) to reconcile and adjust Operating Fund Account (OFA – i.e., outstanding cash advances provided to IPs not yet cleared) balances for migration into GPS
  • provide instructions to FOs to review balances and provide continuous feedback and support
  • verify OFA balances and support and monitor their complete and accurate migration into GPS II during the initial rollout of the system
  • monitor FO GPS preparedness and arrange webinars to address frequently asked questions, issues and support needs
  • ensure accuracy of GPS configuration set-up (linkage of IP & vendor profiles)
  • develop and implement the GPS II support and monitoring strategy and plan
  • provide post launch functional, policy and process support to FO-s and promptly respond to queries
  • assist with any other task aimed to ensure a successful rollout of GPS II functionality

Year-end account closure activities

Supervise and perform different year-end  accounting closure activities and certification processes; ensure the proper and accurate accounting of OFA and other assigned balance sheet accounts in UNFPA’s books; and assist with any other tasks aimed to ensure a successful closure of 2017 accounts. 

Knowledge and Experience:

  • Advanced university degree in Accounting, Financial Management or related discipline. A relevant first level university degree combined with a recognized accounting designation (CA, CPA) may be acceptable in lieu of the advanced university degree;
  • At least 7 years of experience in financial management, accounting and/or related area with minimum 2 years of supervisory experience;
  • Excellent written and spoken communications skills;
  • Strong attention to detail and proactive approach to all work-related matters;
  • Excellent MS Excel skills, experience with ERP (PeopleSoft) and database systems is highly desirable;
  • Fluency in English language is required;  Working knowledge of French or Spanish is desirable.

This assignment is for 8 month (September 2017 - April 2018) - full time
