The Position:

UNFPA is the largest public sector distributor of reproductive health commodities in the world, working with Ministries of Health and international family planning NGOs in 70+ countries to fulfill our mandate. 

Under the direct supervision of the Human Resource Business Partner in Dakar, and in close collaboration with the HR Analyst, the consultant will be working on the Human Resource needs in the Region of West and Central Africa.

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results

You would be responsible for:

  • Work on preparing a robust induction plan for newcomers to both WCARO and UNFPA. This will include intensive collaboration with key stakeholders to ensure that all new staff have a go to document where they can clearly understand what we do, why we do it and who is in charge. This document should be paired with the welcome kit, which will guide colleagues upon their arrival in Dakar to the Regional Office.  The key deliverable will be for us to have an induction plan finalized by 30 January 2023.
  • With the HRBP team, and key DHR stakeholders in the organization, create a comprehensive HR training package with the ambition to ensure that all HR practitioners in the region have a go to document for all HR processes.  The training expected to be rolled out at the end of Q1 2023; therefore, the package and training elements will need to be finalized by mid- February 2023.
  • Create talent pool, based on competency mapping within the region.
  • Support the team in building tools, reports, SOP’s, checklists, particularly around recruitment, DEI and learning.
  • Support the advertising of key positions on different employment boards, social media and relevant recruitment platforms. Liaise with recruiters, Universities and possible other stakeholders to source and attract talent in the region.
  • Support the team in tracking the movements of key staff, be it short-term missions, consultancies, detailed assignments with a particular emphasis on ensuring there is proper handover times /overlap when necessary.
  • Support the team in building a learning and development strategy by compiling relevant data and statistics and developing monitoring and evaluating tools.
  • Create presentations and other materials for training on Human Resources best practices and policies for the region.
  • Perform other duties as required.

Qualifications and Experience: 

Your Education: Master’s level degree in a relevant field (e.g. Human Resources, Business Administration, Data Analytics, Management of Information Systems, etc.).  Candidates with a strong international background desired.

Your Experience: 

  • Fluency in English is mandatory and French is preferred. Intermediate knowledge of, Arabic, Spanish, or Portuguese are a plus.
  • Strong attention to detail and data analysis skills;
  • Experience using MS Excel.
  • Experience using data visualization software is desirable.
  • Strong analytical and writing skills.
  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.

Prior experience in working with development agencies, including in volunteer capacity, as well as working in a low- or middle- income country would be considered an advantage.
