The HR/Finance Analyst is responsible for transparent implementation of HR strategies in the Country Office and effective delivery of Human Resource services and management of the Country Office HR Unit. You will analyze, interprets and applies HR policies, rules and regulations, establishes internal procedures and provides solutions to a wide spectrum of complex HR issues. You will supervise the Administrative Assistant who has been assigned line HR functions.
In addition to the HR functions, the HR/Finance Analyst will be responsible for all aspects of budget management and financial reporting and serve as level two Approving Officer. You will analyze and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.
The HR/Finance Analyst will promote a collaborative, client-oriented approach consistent with UNFPA’s rules and regulations. You will responds creatively to complex challenges and frequently changing demands.
You will report directly to the International Operations Manager.

Qualifications and Experience
Education:
Advanced university degree in Human Resources, Business Administration, Finance / Accounting, or related discipline.
Knowledge and Experience:
- 2 years of experience in human resources and accounting; Prior experience in developing countries is an asset.
- Advanced knowledge of spreadsheets;
- Excellent organization skills, attention to detail, precision and accuracy;
- Prior experience in working with ERP financials (preferably PeopleSoft / Oracle) is an advantage;
- UN common system experience, especially field experience, is desirable.
- Ability to write clearly and concisely.
- Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds
- Willingness to work in a hardship environment
Languages:
Fluency in English; knowledge of other official UN languages is desirable.
