The Position:

Under the direct supervision of the Representative for UNFPA Madagascar Country Office the Humanitarian Coordinator will support the Country Office in the planning, coordination and implementation of humanitarian preparedness and response interventions, including rapid assessments, resource mobilization, staffing, and programmatic intervention.

The position is based in Antananarivo- Madagascar with frequent travels within the country/Region.

Job Purpose:

Under the overall supervision of the UNFPA Country Representative, and the direct supervision of the Deputy Representative, the incumbent will assist the Country Office team in the planning, coordination and implementation of humanitarian preparedness and response interventions, including rapid assessments, programme development and implementation. The incumbent will provide direct support to areas affected by the cyclone crisis in the acute response phase and the drought in the Grand Sud which is in a protracted humanitarian emergency but will also be expected to support emerging crises elsewhere in the country.

In consultation with the Representative and the Deputy Representative, the incumbent will closely work, in complementarity, with the national Humanitarian Officer and other Country Office team members, national authorities, humanitarian agencies, civil society and local counterparts to provide humanitarian assistance to the crisis affected communities in a manner consistent with the methodology outlined in the Inter-Agency Standing Committee Cluster system and Humanitarian Programme Cycle https://www.humanitarianresponse.info/programme-cycle

Qualifications and Experience Required:

Education

Master’s Degree/ advanced University Degree preferably in public health, social sciences, humanitarian response, international relations, Communications, project management or related field or equivalent

Knowledge and Experience

  • At least 5 years of experience in coordinating, developing and implementing humanitarian interventions in crisis settings
  • Knowledge of the humanitarian reform process and roles/responsibilities of humanitarian actors
  • Experience with MISP implementation and RH Emergency Kits
  • Strong analytical, coordination and organizational skills.
  • Proven ability to lead and manage teams to achieve demonstrable results.
  • Demonstrated ability to effectively lead and manage multi-cultural teams to achieve demonstrable results, including ensuring accountability for results;
  • Excellent internal and external communication skills to foster partnerships at a high level of representation and to maintain strategic partnerships within the country;
  • Field experience is a strong asset.

Languages: 

  • Fluency in French is required with working knowledge of English.
