Job Summary:
Under the overall supervision of the UNFPA Representative, the Humanitarian Programme Specialist will support the Country Office in the planning, coordination and implementation of the humanitarian programme, including resource mobilization, follow-up on adequate humanitarian staffing, overseeing implementation of workplans, representing UNFPA at technical humanitarian coordination fora and providing technical support in the areas of intervention. The Humanitarian Programme Specialist post is located in the Sudan Country Office based in Khartoum, Sudan with frequent travels within the country.
Job Purpose:
The Humanitarian Programme Specialist will supervise the Country Office’s Humanitarian Response Unit in Khartoum and will also work closely with the respective programme officers in the states with humanitarian programme components. S/he will work in close collaboration with national authorities, humanitarian agencies (UN and international NGOs) and national partners and civil society organizations to strengthen emergency preparedness and provide humanitarian assistance to crisis affected communities. S/he will assure coordination and linkages between the regular programme and humanitarian programme ensuring integration of UNFPA mandate within all resilience strategic plans. S/he will substantively contribute to the UNFPA activities in the areas of reproductive health and prevention and response to gender-based violence with an increasing focus on the humanitarian – development – peace nexus. The Humanitarian Response Specialist will proactively provide the Representative and Deputy Representative with information on progress and results of UNFPA humanitarian programme implementation and follow-up on innovative approaches for the synchronization and integration of humanitarian and development programme activities.
Education:
⦁ Advanced degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, or other related field.
Knowledge and Experience:
⦁ 7 years of increasingly responsible relevant professional experience in coordinating, developing and implementing humanitarian interventions in crisis settings
⦁ Substantive knowledge and practical experience in population and development, sexual and reproductive health, and gender based violence
⦁ Knowledge of humanitarian processes / the New Way of Working (post-World Humanitarian Summit and Grand Bargain) and roles/responsibilities of humanitarian actors.
⦁ Experience with Minimum Initial Service Package (MISP) for
⦁ Reproductive Health (RH) implementation and RH Emergency Kits as well as IASC GBV guidelines;
⦁ Strong analytical, coordination and organizational skills
⦁ Experience in programme and/or technical assistance with the UN System
⦁ Good knowledge of policies and guidelines related to humanitarian affairs and reforms is desirable.
⦁ Field experience, particularly in humanitarian settings, is a strong asset
Language Requirements:
⦁ Fluency in written and spoken English required including good editing skills; knowledge of Arabic is desirable.
