The Position:
The Humanitarian Supplies Analyst position is located in UNFPA Geneva Office. Under the overall guidance of the Programme Technical Advisor, Response and Technical Support Unit and in close collaboration with UNFPA’s Commodity Security Branch and UNFPA’s Procurement and Supply Branch in Copenhagen, the incumbent supports the development and implementation of tools and strategies aimed for a rational use of kits and their timely dispatch in the field during acute humanitarian crisis.
Job Purpose:
The Inter-Agency Emergency Reproductive Health Kits (IARH Kits) for Use in Humanitarian Crisis Settings are a much demanded essential resource for implementing the Minimum Initial Service Package of Reproductive Health in Emergencies (MISP). The Dignity Kits are a key component of UNFPA’s GBV and SRH programming in emergencies. The logistics and supply chain challenges associated with the provision of the IARH kits, Dignity Kits and the other key supplies for UNFPA in humanitarian emergencies are vast.
The Reproductive Health Kits were first developed in 1998 by the Inter-Agency Working Group on Reproductive Health in Crises and their procurement, stockpiling and deployment is managed by UNFPA. An evaluation of their use in the field, as well as a review of the technical contents, has been conducted in 1999, 2003, 2005, 2008, 2011 and 2017.
The latest review included a content revision and a study on the logistics and use of the IARH kits with a focus on the causes and consequences of over-ordering and waste. The results led to the updates of the kits and of the guidance and tools related to the kits. The support documents and guidance on the kits need to be continuously updated and new support materials and trainings need to be created as needs arise.
Additionally, it has become clear that in order to ensure an effective, efficient and lifesaving supplies response –in line with the six supply chain rights –it is essential to integrate the expertise and needs of humanitarian supplies into preparedness, post-acute, and protracted emergency operations. Within UNFPA this requires coordination at all levels of the supply chain between the humanitarian office, commodity security branch, procurement services branch, regional and country offices.
Coordination between WHO, UNICEF and UNFPA regarding the complementarity of the content, procurement, ordering and deployment processes of the various interagency kits is also needed to improve access to basic health care for all during humanitarian response.
Knowledge and Experience:
- Two years of relevant experience required
- Computer proficiency required
- In-depth understanding in reproductive health in humanitarian and fragile contexts, including the content and use of the IARH Kits, the MISP and IAWG partnerships required
- Working experience with an international organization is an advantage
- Working experience in humanitarian settings is an advantage
- Familiarity with logistics and supply chain in humanitarian and fragile contexts is a requirement
- Previous experience supporting/facilitating trainings is an advantage
Languages:
- Excellent written and spoken English is required. French is an advantage.
