The Position:
UNFPA's Youth Empowerment Accelerator for Health (YEAH) project aims to promote the realization of the full potential of young people in Rwanda by integrating sexual and reproductive health and rights (SRHR) within youth economic empowerment initiatives. Recognizing that early and unintended pregnancies can significantly impact young people's education and economic opportunities, the project seeks to equip them with the skills necessary for success in both personal and professional spheres. This is achieved through technical and vocational training, business development support, and financial literacy education. The YEAH model also emphasizes the importance of innovation, private sector engagement, and partnerships for sustainable impact. While the YEAH project's objectives are clear, ensuring the efficacy of its technical and vocational training component is crucial. To guarantee that young people receive comprehensive education that integrates Comprehensive Sexuality Education and vocational skills, a thorough review of the existing TVET curriculum is essential to identify any gaps or areas where CSE content might be inadequate or absent.

Job Purpose:
The main purpose of the consultancy is to review the Technical and Vocational Education and Training (TVET) curriculum and ensure that it integrates Comprehensive Sexuality Education (CSE) in line with the National adapted international Technical Guidance on Sexuality Education and national educational standards. The consultant will identify gaps in the current curriculum, recommend improvements, and work with relevant stakeholders to ensure the integration and validation of CSE information within the TVET curriculum.
You would be responsible for:
- Conduct a thorough review of the existing TVET curriculum to identify gaps related to the nationally approved CSE content drawing from the experience of the education sector in Rwanda.
- Collaborate with stakeholders including the Rwanda TVET Board, CSE Implementers, and local educational experts to assess CSE inclusion.
- Develop recommendations to integrate CSE into the TVET curriculum, ensuring that the revised content meets national CSE standards and addresses local educational needs, including specific content suggestions, teaching methodologies, and assessment strategies
- Present findings and proposed changes to relevant stakeholders for validation and feedback.
- Finalize and integrate the approved CSE content into the TVET curriculum, ready for delivery
- Prepare a comprehensive final report summarizing the findings of the curriculum review, gap analysis, and stakeholder consultations.
- Develop a Master PPT highlighting the process followed and all the recommendations
Qualifications and Experience:
Education:
- Advanced university degree in education, public health, or a related field.
Knowledge and Experience:
- Minimum of 7 years of experience in curriculum development, academic Programme design preferably in CSE or health education.
- Demonstrated expertise in CSE and knowledge of international frameworks on Comprehensive Sexuality Education.
- Strong facilitation and stakeholder engagement skills.
Languages:
Fluency in English (or other local language requirements as needed).
