Purpose of Consultancy

The purpose of the consultancy is to manage all aspects of monitoring, reporting and planning in close coordination with the inter-divisional team, relevant country offices and interfacing with the regional or global networks. 

Scope of Work

The consultant is expected to:

  • Act as the primary contact on this portfolio relay information to the Unit Team Leader for timely guidance and instructions;
  • Enhance collaboration and partnership with regional and global mechanisms/programmes to promote HIV prevention (JURTA, All-in…);
  • Coordinate the provision of Technical Assistance to countries in the drafting of the 2020-2022 Global Fund grant proposals and/or CCP strategies and costed operational plans;
  • Coordinate and facilitate the Training of trainers of Persons living with Disabilities. Areas of work: condom programing, contraception, HIV prevention among young people living with disabilities, menstrual hygene, SRHR;
  • Monitor financial implementation of HIV Thematic Funds (UBRAF …), provide inputs for their effective disbursement and bring areas of concern to the attention of management;
  • Ensure good communication between WCARO, COs and HQ on related issues;
  • Contribute to the promotion of technical knowledge, programme evidence, lessons learned and success stories for use as appropriate and liaise with the communication team for any support as required;
  • Support other on-going activities undertaken by the regional office;
  • Undertake any other tasks required by the Regional Director. 

Duration and Working Schedule

The consultancy is for a total of 7 months, from 01 June to 31 December 2020.

Place where services are to be delivered:

Home-based / WCA Regional Office in Dakar, Senegal.

Delivery dates and how work will be delivered:

All reports will be delivered electronically or in hard copy in French or in English as appropriate 

Monitoring and progress control: 

Continuous, with weekly briefing and progress report at the end of each month 

Supervisory Arrangements: 

The Consultant will report to the Practice Leader of the Women Reproductive Health (WRH) Unit and will have regular interaction with the relevant country offices and the UNFPA and UNAIDS technical networks, ensuring the timeliness, adequacy, relevance and quality of substantive outputs. 

Expected Travel: 

Limited and as per the organization’s policies and procedures. 

Qualifications and Experience: 

The consultant is expected to have the following expertise, qualifications and competencies: 

  • Advanced university degree in public health, demography, social sciences, management or a related subject in international development
  • 7 years of increasingly responsible professional experience in developmental work, preferably in management
  • Strong analytical ability and professional experience in policy development
  • Strong writing and oral communication skills
  • Experience in the field of HIV prevention is a strong asset
  • Proven experience in engaging with high level stakeholders
  • Knowledge of UNFPA issues and actions at the regional and country level
  • Ability to plan, liaise and facilitate interaction among different group
  • Knowledge of Africa context
  • Strong verbal and written communication skills in English, French is desirable
