Purpose of consultancy
The West & Central Africa Regional Office is seeking to increase its funding and to advocate for initiatives that invest in programmes focused on improving the lives of women and young people. In order to achieve this, UNFPA is seeking highly skilled, professional writers to develop compelling proposals to engage stakeholders in partnering with the organization to achieve its mission.
 
The idea is to build a roster of highly qualified experts able to develop technical or broader based proposals centred around concept papers elaborated by UNFPA at regional and country levels. These experts will be called upon on an as-needed basis by the organization.
 
Scope of work
Currently WCARO is working on a number of initiatives which need increased funding to launch vital programmes, such as, cross-border initiatives in the Lake Chad Basin, the Sahel and the Mano River region; youth empowerment initiatives to harness the demographic dividend; the eradication of obstetric fistula and other harmful practices and leveraging sexual and reproductive health/maternal health throughout French speaking countries.
 
In order to develop the content of well-structured, responsive and high-quality detailed programmatic proposals (background, technical approach, activities, work/implementation plan, monitoring and evaluation plan, and results frameworks), UNFPA WCARO is seeking to identify a group of “proposal writing experts”
 
Selected candidates will be invited to a knowledge sharing and capacity development workshop together with UNFPA thematic experts to be held in April 2017.At the end of the workshop retained candidates will be integrated in the roster for engagement on short-term consultant contracts.
 
Duration and working schedule
As-needed basis.
 
Place where services are to be delivered
Mainly home based. Some travel may be required to regional or country offices in the West and Central Africa region.
 
Delivery dates and how work will be delivered
In close collaboration with the UNFPA Regional Partnership and Resource Mobilization Advisor and any person assigned by him/her, and under the overall guidance of the Regional Director, the consultants will be expected to provide the following services:
Support UNFPA in drafting robust, winning and bankable proposals for implementation at country and/or regional level that include compelling and unique narratives as well as clearly articulated theories of change and result action frameworks.
 
Supervisory arrangements
Works closely with the Regional Partnership & Resource Mobilization Advisor.

Education & Background
  • a Master degree in journalism, communication, international relations, economics, social sciences or a related field is desired
Experience
  • strong writing skills and experience in putting together such proposals with a track record of programme documents and successful donor funding proposals;
  • analytical skills and research capacity; interpreting, analyzing, complex international development issues and representing such information in a clear and concise written manner including with theory of change and result action frameworks;
  • ability to design sound projects particularly in the area of reproductive health, family planning, women, adolescent and youth empowerment;
  • knowledge of international development issues, particularly those closest to UNFPA’s mandate and  areas of work;
  • working experience with donors and funding instruments in areas of interest of UNFPA;
  • knowledge of what is needed to capture the attention of the donor and secure funding;
  • extensive experience in the use of Office software and the ability to produce professional quality Word and Excel documents.
