Information Management Systems Specialist, GBV (consultancy)

Position summary:

The consultant is responsible for developing the information management system (IMS) for the Gender based Violence (GBV) Sub-Cluster.  S/he will be the focal point for the collection, analysis and dissemination of GBV-related information relevant to the South Sudan GBV humanitarian response.

Scope of work:

The consultant will be reporting to the GBV Sub-Cluster Coordinator. S/he will be working from the Country Office in Juba and conduct monthly field visit to PoC camps and humanitarian affected areas.

The specific duties are as follows:

1.    Implement GBVIMS in South Sudan

  • Technical support on the use of GBVIMS: provide quality and timely technical support to data gathering organizations (ARC, IRC, Nile Hope, DRC and INTERSOS) and second phase organizations (Ministry of Gender CES, and 5 NNGOs and other potential new actors), include them in the GBVIMS tools, and provide technical assistance
  • Capacity building: support training of field teams on GBVIMS tools
  • Convene monthly meetings with GBVIMS working group to discuss progress and implementation challenges
  • Promote linkages between GBVIMS users and other information management systems such as  Monitoring Analysis and Reporting  Arrangements (MARA) and Monitoring Reporting Mechanisms (MRM)- Participate in the monthly MARA meeting and provide guidance

2.    Manage information for the GBV Sub-Cluster

  • Work closely with the GBV coordinator at national level and in the field coordination hubs to determine the priority data and information needs to inform GBV programming and advocacy
  • Serve as the main point of contact between the GBV Sub-Cluster and OCHA for reporting (on operational presence, service delivery, sitreps, monthly reports, weekly meeting minutes etc.) and serve as focal point on the inter-cluster IM working group
  • Support the GBV Sub-Cluster’s strategic and operational decision making by processing and analyzing data and information and presenting it in formats most useful for analysis (e.g. reports, infographs, matrices, maps)

Deliverables:

The consultant is supposed to produce:

  • Reports on a monthly basis
  • Monthly and quarterly analytical situations of GBV services
  • GBV Sub-Cluster infographs
  • Final report

Duration of the consultancy: 

6 months

Requirements:

  •  Advanced degree in social sciences, (e.g. in public health, humanitarian affairs, political science, development studies, demography or a related field) or the equivalent combination of education and experience in a related area
  • 5 years of experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, analytical situations of GBV services
  • Familiarity with Excel, desktop publishing software, and basic website updates 
  • Professional experience with GBV or any other aspect of protection in emergencies, including demonstrated understanding of monitoring and evaluation (M&E)
  • Demonstrated understanding of the survivor-centred approach to GBV programming, particularly in the context of information management (i.e. GBVIMS training), is considered an asset
  • Knowledge of the cluster approach and the Transformative Agenda systems and procedures is considered an asset
