Purpose of consultancy: UNFPA, as the lead agency for gender-based violence (GBV) in humanitarian settings, has

been leading the Libya GBV Coordination. As part of its responsibility, UNFPA supports the assessment of GBV-related needs in Libya and, in particular, coordinated a number of qualitative data collection during the month of November/December 2022, such as community-level Focus Group Discussions and GBV expert Focus Group Discussions. This data, triangulated with quantitative data collected through the Multi-Sectoral Needs Assessment and desk review, will all feed into the Voices from Libya 2023 report.

In order to fulfil this role, UNFPA Libya is seeking a consultant (a team of consultants may apply) to support the coding, analysis and report writing to produce the 2023 Voices from Lybia report.

Scope of work: (Description of services, activities, or outputs) Under the supervision of the GBV Sub-Sector Coordinator, the consultant(s) will:

  • Input FGD data into data entry tool MAXQDA for GBV using the coding tree provided:
  • Data entry (coding) for around 100 community FGDs
  • Data entry for up to 3 GBV Experts FGDs
  • Enter all GBV secondary data provided by the GBV coordination team and code it according to the system provided.
  • Extract quotes from FGDs and code them by “topic” in order to facilitate the development of the final report.
  • Hold a 2 hours workshop to present and discuss preliminary findings with GBV coordinators
  • Draft the analysis of all GBV data to produce the VOICES from Libya report. The report should also include triangulation with quantitative data from the Multi-Sectoral Needs Assessment provided.
  • Draft an advocacy brief for donors with the main findings from VOICES 2023.

Deliverables: - All FGD data + expert FGD data inputted using Maxqda (or similar software)

  • Secondary data reviewed and entered using Maxqda (or similar software)
  • Extract matrix with quotes from FGDs
  • For the report - Provide an outline of the report in word document (based on previous reports.  Initial GBV analysis of the data/draft report for review (in word document) - Incorporation of 2 rounds of feedback Final report (in word document)
  • Draft an advocacy brief for donors with main findings from VOICES 2023.

Required expertise, qualifications and competencies, including language requirements:

  • Advanced Degree in social science, gender, health or related fields
  • Minimum 7 years’ experience in the field of gender-based violence and specifically in humanitarian settings
  • Excellent written and spoken English, Arabic language an advantage
  • Experience in GBV assessment and analysis
  • Experience in gathering and analyzing qualitative data, including through qualitative data analysis software like Maxqda or other.
  • Knowledge of the Libya crisis an advantage
  • Excellent analytical and writing skills
  • Proactive attitude to identify and propose practical steps and recommendations
  • Excellent inter-personal skills and ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytic thinking, planning and organizing, time management, creativity and innovation and client orientation.
  • Strong ability to apply a feminist lens throughout the data analysis and drafting process
