Background
The International Conference on Population and Development-Programme of Action (ICPD-P0A) to which Eswatini is a signatory, places emphasis on the full integration of population issues into development planning. Population dynamics determine the way populations grow and change over time and have a bearing on every facet of sustainable socio-economic development for any country.
Likewise, Eswatini’s National Development Plan highlights the importance of mainstreaming population issues into development plans and programmes. The strategy draws attention to the urgent need to take advantage of the demographic transition that Eswatini is witnessing and to upscale measures to reap the demographic dividend. One of the objectives of the National Population Policy is to “promote the integration of population concerns in development planning at all levels”. The main strategy for achieving this objective is to undertake periodic in-service training for planners and programme implementers on methodologies for integrating population issues in development planning.
The last training workshop was held in 2012. In addition, a set of Guidelines for Integrating Population Issues in Development Planning was developed as part of resource materials for strengthening the capacity of planners for integrating population issues into Sectoral Development Plans (SDPs).
Purpose and Objectives
The overall purpose of the consultancy is to strengthen the capacity of planners and related professionals on the practical aspects of integrating population issues at the sector level, review the Guidelines for Integrating Population Issues in Development Planning and to assess the extent to which population issues have been integrated in at least 3 Sectoral Development Policies or Plans (SDPs.)
The Scope
The Consultant is expected to:
- Train planners and related professionals on the practical aspects of integrating population issues into sectoral development plans.
- Review/update the 2012 Guidelines for Integrating Population Issues in Development Planning.
- In consultation with the planners, assess the extent to which population issues have been integrated in at least 3 Sectoral Development Policies or Plans (SDPs) including the National Development Plan developed post 2012.
Methodology and Technical Approach
The Consultant is expected to:
- Provide a detailed inception report on how she/he will undertake the assignment
- Facilitate the training of planners
- Revise the 2012 Guidelines on integration of population issues into SDPs.
- Analyze 3 or more SDP or policies to determine the extent to which population issues have been integrated.
All necessary guidance and documentation will be provided by MEPD and UNFPA
Deliverables and Timeframe
The assignment is spread over a period of 3 months starting from 1st April to 30th June 2023. However, the consultant shall be effectively engaged for 20 working days.
The deliverables are:
- An Inception report
- Planners who have improved skills on the integration of population issues into SDPs
- Revised Guidelines for Integrating Population Issues in Development Planning
- An assessment report on the integration of population issues into 3 or more Sectoral Development Policies or Plans.
Management and Organisation
The day-to-day work of the consultant will be monitored by MEPD – National Population Unit, in close collaboration with the UNFPA, Program Analyst – Population and Development with the overall oversight of the UNFPA Head of Office.
Qualification and experience required
The Consultant must have the following:
- A post-graduate University Degree or equivalent in demography, statistics, economics, social science or other related field.
- A minimum of seven years’ experience within the population and development field.
- Extensive knowledge on policy development and planning.
- Strong experience in policy development
- Proven ability to work independently and to meet deadlines.
- Strong verbal and communications skills in English
