The Purpose:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA’s new strategic plan (2018-2021), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. To support the monitoring and evaluation for UNFPA program in Libya, UNFPA Libya CO will be hiring a Monitoring, Evaluation and Reporting Specialist.

Under the overall supervision of the CO Representative and direct supervision of the CO program coordinator, and in collaboration with the CO program personnel, the specialist will be responsible for strengthening UNFPA CO Libya monitoring and evaluation systems and practices and generate evidence-based feedback for program planning and policy formulation. The incumbent will work in an integrated manner with the technical and programme staff (sexual and reproductive health and reproductive rights, gender-based violence, youth and Data Population) in the Country Office and will be in charge of generating quality reports following donors’ requirements.

The incumbent will represent UNFPA in Libya inter-agency M&E working group and will contribute to the joint UN efforts in this area. He/ she will be a member of the regional (Arab States) M&E focal points and on a regular basis, would collaborate with the Regional M&E Advisor for all monitoring and evaluation related issues in the context of the UNFPA country programme.

Scope of Work

Working closely with the Monitoring and Evaluation Analyst, the Monitoring, Evaluation and Reporting Specialist is responsible of:

1- Monitoring

  • Develop the Country Monitoring and Evaluation Framework in consultation with UNFPA units and implement the work-plan;
  • Lead the CO team in preparing annual monitoring and evaluation plan in consistency with the M&E framework
  •  Based on the framework, develop simple and user-friendly tools with guidelines to be used by staff during the monitoring process;
  • Assist UNFPA personnel to implement the M&E framework, guidelines and other tools;
  • Assist UNFPA to develop output and outcome level indicators for UNFPA progress monitoring in according with UNFPA Country program Results and Resources framework;
  • Ensure full alignment for Libya CO My Results monitoring plan and milestones with the UNFPA Strategic plan, UNCT results framework and Libya CO CPD.
  • Develop and oversee data flow pattern for Libya CO programs that ensures timely data collection and reporting;
  • Review and develop an information management system and tools to manage an integrated monitoring and evaluation framework in collaboration with the M&E analyst and the programme team;
  • Contribute to the development of the Results and Resource Framework for the new Libya Country Program,
  • Review and monitor progress made towards achieving logical frameworks and performance monitoring plans for UNFPA interventions based on internal  planning and donor requirements, feedbacks received from the different stakeholders and prepare reports including potential logical framework revisions for approval by the Programme Managers and the Programme Coordinator;
  •  Review project documentation and develop recommendations for the integration and harmonization of monitoring and evaluation frameworks and processes across the different projects;
  • Maintain a continuous learning process through incorporating lessons learned from the usage of the monitoring tools in the field;
  • Conduct monitoring field visits to UNFPA and IP project sites, and support the team members plan and conduct their monitoring visits according to the monitoring plan;
  • Monitor the submission of field monitoring reports, analyse the results, collect key findings, challenges and advise the management on the actions taken to address them;
  • Coordinate third party monitoring exercises for Libya CO by drafting the ToRs, the scope and the methodology, selecting the vendors following procurement process, overseeing the TPM work and facilitating access to project sites in collaboration with the program team, organizing entry and exit meetings, reviewing and clearing TPM reports, disseminating results and following up on the implementation of the recommendations.
  • Mentor, coach and support the M&E Analyst and programme staff in designing and implementing the new monitoring and evaluation framework and information system;
  • Share monthly progress reports against the indicators (planned against accomplished) to Project Managers and the program team and office management;
  • Participate and work with the UN M&E or Information Management Working Group in Libya to provide support for M&E and Reporting activities in collaboration with other partners (i.e. OCHA and sector leads)
  •  Submit monthly performance reports to the direct supervisor;

2- Evaluation:

  • Coordinate program and project evaluation exercises for Libya CO by drafting the ToRs for the new CPD evaluation.
  • Contribute to the design and implementation of the UNSDCF and the CPD evaluation plan;

3- Reporting

  • Develop reporting templates and formats of UNFPA that meet reporting requirement of donors;
  • Compile periodic progress data;
  • Produce monthly, quarterly and annual reports as required by UNFPA internal systems and according to donors’ agreements and the set deadlines and formats; Prepae/write periodic progress report;

4- Other related tasks as required

  • Conduct M&E need identification among UNFPA relevant staff members and identify M&E capacity gaps;
  • Organize capacity building initiatives for staff members working for UNFPA and its implementing partners to improve the quality and timeliness of the reports;
  • Ensure continuous coordination with UNFPA RO M&E team;
  • Perform any other duties as required by the supervisor;

Duration and Working Schedules: 04 months (September 2022 until December 2022) with possibility of

Extension on the basis of 05 days per week except official holidays.

Place where services are to be delivered: UNFPA Libya Country office

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultant is expected to deliver the following results and outputs:

 Timely submission of progress, interim and final quality reports;

 Review and improve the M&E plan and tools;

 Improve M&E learning and follow up processes

 Ensure timely reporting on SIS/ My Results milestones and indicators.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant’s performance will assessed against the delivery of the key performance results and outputs.

Supervisory Arrangements: The M&E/reporting Specialist will work under the direct supervision of the Programme Coordinator and will have under his/her supervision a Programme Analyst M&E based in Tripoli.

Duty Station: The consultant duty station is Tunis with field missions to Libya.

 

Qualifications:

Education: • Master’s degree in social sciences preferably in research, socioeconomics, statistics, mathematics or related field with at least five (5) years of experience in monitoring and evaluation, results-based management including reporting at the international level, and/or related field in NGO and or UN; or a bachelor degree in social science preferably in economics, socioeconomics, statistics, mathematics or related field with at least seven (7) years of experience in monitoring and evaluation, results-based management including reporting at the international level, and/or related field in NGO and or UN.;

Language: Fluency in written and spoken English. Knowledge in Arabic would be an asset.

Knowledge and experience:

  • Experience working in the humanitarian field and in a humanitarian crisis
  • Knowledge and experience in designing M&E systems and conducting evaluations;
  • Proven expertise in quantitative and qualitative methodologies, operations research, information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives;
  • Experience in producing high-quality reports;
  • At ease making public presentations and liaising with external stakeholders
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
  • Analytical skills and strategic thinking that allow for the development of data-driven reports
