International Consultancy: Develop 9th Country Programme Resource Mobilization and Partnership Strategy

Duty Station: Malawi Country Office, Consultancy to be fully remote

Purpose of Consultancy

The primary objective of this consultancy is to develop a Resource Mobilization and Partnership Strategy for the implementation of UNFPA 9th Country Programme 2024-2028.

In line with UNFPA Partnership Strategy and CPD development policy, the consultant will explore the potential for various resource mobilization and partnership approaches, not limited to but including; resource mobilization from traditional donors; fundraising from High Net Worth Individuals (HNWI); fundraising from the general public; cause related marketing initiatives with corporate sector; engaging in innovative blended financing or impact investment instruments; joint advocacy and communications; technical collaborations with academia to facilitate thought-leadership, technical collaborations with the private sector to create shared value and develop innovations within UNFPA programming, and technical collaboration with media, communication and public relations (PR) entities and NGOs which may support UNFPA to strengthen its voice and brand

The strategy will include both a description of the various approaches for resource mobilization as well as for strategic partnerships.

The strategy will be based on a review of global, regional and national best and promising practice and a mapping of existing and prospective donors and strategic partners.

The review and mapping will offer insights in the potential opportunities UNFPA in Malawi may have for mobilizing resources and strategic partners and the estimated value add and return on investment of the respective approaches for both UNFPA mandate as well as its programming in Malawi.

Based on these insights, the consultant will help the office to prioritize which approaches to include in its resource mobilization and partnership strategy and develop per approach clear action plans including milestones, timelines and budget to implement the respective approach.

Scope of work, Description of services, activities or outputs

The primary objective of this consultancy is to develop a cost Resource Mobilization and Partnership Strategy for the implementation of UNFPA/Government of the Republic of Malawi 9th Country Programme (2024-2028). The consultant will also be expected to conduct a mapping of traditional, emerging donors as well as the private sector. 

The tasks include the following:    

Scope of work:

  • Review relevant documents; draft UNSDCF, UNFPA Strategic Plan (2022-2025), draft 9th Country Programme document, Resource Mobilization and Partnership strategy for the 8CP and UNFPA Partnerships Strategy and related guidance and templates, to align with the Resource Mobilization and Partnership Strategy.
  • Carry out mapping of existing and potentially new donors and partners working in the field of UNFPA, as well as the private sector with interest to advance UNFPA’s cause. 
  • Based on global, regional and national best and promising practice describe various UN resource mobilization and partnership approaches, among which; resource mobilization from traditional donors; non-traditional donors, multilateral development banks cause related marketing initiatives with corporate sector; engaging in innovative blended financing or impact investment instruments; joint programming, advocacy and communications; technical collaborations with academia to facilitate thought-leadership, technical collaborations with the private sector to create shared value and develop innovations within UNFPA programming, and technical collaboration with media, communication and PR entities which may support UNFPA to strengthen its voice and brand.
  • Review UNFPA’s resource allocation framework to better understand the budgetary requirements for each transformative result.

To guide resource mobilization:

i.    Map traditional and emerging bilateral and multilateral donors, including their budget, focus areas, funding cycles, preferred funding/partnership modalities, requirements and guidelines for funding, previous partnership with UNFPA or any other UN agencies, contact details etc.

ii.    Map private sector in the country, including their budget, focus areas, funding cycles, preferred funding/partnership modalities, requirements and guidelines for funding, contact details, etc.

iii.    Map philanthropic foundations focused on Malawi (internal and external) , including their budget, focus areas, funding cycles, preferred funding/partnership modalities, requirements and guidelines for funding, contact details, etc.

iv.    Map any available crowd-funding platforms and campaigns focused on Malawi, which have raised funding for humanitarian, and development projects from individuals and their funding cycles, requirements and guidelines for funding, the amount they have mobilized, from whom, for what projects, and any legal constraints they may pose for UNFPA in Malawi.

To guide strategic partnership:

v.    Map key private sector, academic and research institutes, which may support UNFPA, facilitate thought-leadership within its mandate including their core areas of expertise, major publications, platforms and achievements and who their core funders and partners are.
vi.    Map key media, communication and PR entities and platforms that may support UNFPA to enhance its voice and brand, including their core areas of expertise, major achievements, and number of people they reach per population segment and who their core funders and partners are.
vii.    Map key campaigns, coalitions and platforms led by civil society organizations in support of UNFPA mandate and highlight what they are doing, where, when and how, their main achievements and the number of people per population segment they reach.

1.    Develop a list of high-return-on-investment approaches and high potential donors / partners to engage per approach.
2.    Develop per prioritized approach clear action/implementation plans including milestones, timelines and budget to implement the respective                  approach.
3.    Provide clear recommendations for maintaining, establishing and engaging key donors (past, current and future).
4.    Facilitate a virtual session to present the draft strategy for validation and inputs from UNFPA staff 
5.    Recommend strategies for maintaining strategic partnerships and engagement with key donors (traditional and non-traditional).

Expected Deliverables:

1.    Inception/Design report with details on how the assignment will be operationalized. The report should elaborate understanding and interpretation of the Terms of Reference. UNFPA Malawi Country Office will base the next actions within the consultancy on approval of the inception report.
2.    Detailed description of global, regional and national best and promising practices for UN resource mobilization and partnerships and the potential Return on Investment for UNFPA Malawi to engage in one or more of the approaches.
3.    Detailed report in line with task 3.i-vii above.
4.    A cost resource mobilization and partnership strategy outlining 1-3 above and including clear action plans including milestones, timelines and inputs to implement both the prioritized resource mobilization as well as strategic partnership approaches and respective existing and new donors partners to engage for successful implementation of each approach. 

NB: Resource Mobilization and Partnership Strategy should be 5-10 pages maximum

Duration and working schedule:

The consultancy will be for 25 days and will be carried out over the period starting on 13 March 2023 –  13 April 2023. This includes the recruitment period

Location where services are to be delivered: All the tasks shall be undertaken remotely and all stakeholder consultations shall be undertaken virtually

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  1. Inception Report to be submitted within 5 days of commencement of the assignment
  2. Draft mapping of stakeholders using prescribed template and as outlined no.3 of the deliverables to be submitted.
  3. Draft (i) Resource Mobilization and (ii) Partnership Strategy using prescribed templates submitted

Monitoring and progress control, including reporting requirement, format and deadline:

The consultant will be provided with the necessary administrative and logistical support to enable him/her deliver on the expected outputs. 

UNFPA will apply performance based principles to the management of the evaluation contract, in which case the contract sum will be paid in installments pegged to achievements of milestones as follows:
●    20% initial deposit, which covers up to the delivery of inception report that is acceptable to UNFPA MCO
●    30% payable upon submission of a comprehensive draft (i) Resource Mobilization and (ii) Partnership Strategy
●    50% payable on receipt of the final UNFPA Malawi (i) Mapping of stakeholders, (ii) Costed Resource Mobilization and Partnership Strategy                which meets the UNFPA standards

Supervisory arrangements:

Under the oversight of the UNFPA Country Representative, the consultant will receive daily supervision by the Deputy Representative

Expected Travel: All meetings with donors and partners will take place virtually.

Required expertise, qualifications and competence, including language requirements:

  • Advanced university degree (Master's or equivalent) in Business Administration, Social Science, Political Science, International Development or a related field.
  • At least 7 years-experience on Public and Private Sector fundraising and partnership in Africa or other relevant professional experience.  
  • Relevant work experience with UN, bi-lateral, international donors/agencies and/or nongovernmental organizations. 
  • Familiarity with UNFPA programmes and policies, knowledge of international development policies.
  • Knowledge of Malawi’s humanitarian, developmental, political and socio-cultural context. 
  • Excellent report writing, communication, interviewing and computer skills.
  • Must be fluent in English.
  • Awareness and sensitivity in working with people of various cultural and social backgrounds
