Purpose of Consultancy

The Rapariga Biz Programme, initiated with funds from Sweden, provides a valuable opportunity to test and generate robust evidence and learning into which interventions and combinations of interventions (e.g. mass media, school enrolment, mobile clinics, community dialogue, school sexuality education, mentoring, vocational training, economic empowerment etc.) are most impactful and cost-effective at increasing knowledge, and contributing to measurable change in attitudes, behavior and agency among girls and young women to reduce early marriage and pregnancy. 

Complementary funds from DFID to the Rapariga Biz will cover the period October 2018 to December 2019. Funds will be used to achieve three key objectives: (1) generate new learning on ASRHR and strengthen the programme’s MEL and results framework, (2) improve coordination and convening; (3) enhance results through costed and no-cost programme adjustments. 

The Behavior and Social Change Communication Consultant will be dedicated to the Rapariga Biz Programme, providing technical support to a specific set of activities and approaches in the area of Adolescent Sexual and Reproductive Health and Rights, of girls and young women, in alignment with the objectives of the DFID funded components of Rapariga Biz.
 
She (he) will also support the International Youth/ASRH Specialist and the Rapariga Biz Team in the process of:

  1. design, mobilize and oversee the learning agenda, 
  2. design and implement a strategic operational plan for stronger coordination and convening,
  3. design activities in the AWP, and propose further programme adjustments as necessary (cost/no-cost), to achieve sustainable and transformative impact. 

The Consultant will provide technical support and guidance to capacity development of implementing partners towards the development of well-defined strategies, using a mix of communication and empowerment channels and strategies - as well as gender and community-based and participatory evidence and methods; and provide technical support to the implementation of the Rapariga Biz advocacy efforts and learning agenda to help inform the programme implementation. 

Scope of Work

“Rapariga BIZ” 
The program supports the current efforts in Nampula and Zambezia towards the fulfillment of girls and young women’s sexual and reproductive health and rights, using the educative mentorship sessions in the so-called Safe Spaces.

OUTPUT 1: Provide technical assistance to the mentorship approach and behavior change communication under Rapariga Biz, and on-going technical assistance and coaching support to implementing partners 

  • Provide technical support and trainings to strengthening the mentorship quality and structures towards greater outcomes in terms of change in knowledge levels, attitude and behavior among the girls and young women. Undertake frequent supervision visits to the implementation site of the mentorship to provide supervision and coaching support towards continuous strengthening and innovating of the approaches;
  • Providing technical support to on evidence-based approaches towards behavior and social norms change and assist in development and implementation of tools for monitoring, evaluation and documentation of qualitative indicators and outcomes;
  • Facilitate the development of continuous learning opportunities for the mentors across the targeted Rapariga Biz districts towards improving their capacities and knowledge of mentorship, transformative leadership life skills and SRHR. This includes forging partnerships, developing an implementation plan, producing TORs and liaison with key IPs etc;

OUTPUT 2: Provide technical support to the implementation of the Rapariga Biz advocacy efforts, including by strengthening of girls and young women’s voice and advocacy

  • Supervise, design, and develop general key advocacy materials, including briefing materials, factsheet on the different pillars of the holistic and integrated approach (in collaboration with UN agencies), talking points, and advocacy products;
  • Collect data and programmatic evidences and liaison with UN agencies and IPs to develop quality evidence-based donor reports including lessons learned, recommendation and analysis.

OUTPUT 3: Facilitate and provide technical assistance to Rapariga Biz learning agenda and knowledge management and sharing

  • Facilitate the overall programmatic vision and direction of Rapariga Biz implementation in close collaboration with the Rapariga Biz team at national and provincial levels;
  • Work in collaboration with the UNFPA International Programme Specialist Youth/ASRH and external experts to strengthen the learning agenda and outcomes under DFID funding during 2018 and 2019;
  • In close collaboration with the Rapariga Biz team, identify and produce good practices and knowledge products on the evidence-based and proven approaches that work under Rapariga Biz (holistic approach, mentorship, response to gender inequalities and discrimination, family planning demand and uptake by girls and young women etc.);
  • Based on evidences generated from Rapariga Biz implementation through evaluations, studies and research, continuously produce presentations, case studies and thematic papers to contribute to the regional and international field of girls and young women’s right, empowerment and SRHR etc.;
  • Provide technical assistance and guidance in support of UNFPA’s convening role in adolescent girls-centered programming, youth empowerment and leadership, sexual and reproductive health and rights, gender equality.

Supervisory arrangements

Direct supervision by the PO responsible for the Rapariga Biz, with overall guidance by Assistant Representative, in close collaboration with the ASRH Specialist. 

 

Requirement and Qualification

Education:

Master degree in social sciences, social communication or related field.

Knowledge and Experience

  • Minimum 7 years of relevant professional experience in programme/project management, specifically in adolescents and youth and/or sexual and reproductive health in Africa region.
  • Experience in ASRH programme development in Mozambique will be an asset.
  • Experience in leading and managing behavior and social change communications in the area of international development will be an asset.

Language:

Fluency in Portuguese and English written and spoken

Ability to travel
