LOCATION:
The consultant will be based at the Census Project Office at the Department of Population in Nay Pyi Taw.
BACKGROUND INFORMATION:
The Government of Myanmar conducted a nationwide Population and Housing Census in March/April 2014 with technical, administrative and financial support from UNFPA. The Department of Population in the Ministry of Labour, Immigration and Population took the leadership in the implementation of the census data enumeration. This is the first Census for the country in 30 years and was implemented by the Department of Population in the Ministry of Data collection was carried out through canvasser method on a de-facto basis.
The Main Results, which were launched and released on 29th May 2015, comprise a Union Report, 15 State/Region specific reports and a Highlights report of the Census results. In addition results on Occupation and Industry as well as on Religion were released in March and July 2016, respectively. Census information released so far includes demographic characteristics of the population, social characteristics, internal and international migration, education characteristics, economic characteristics (activity status, occupation and industry), births and childhood deaths, disability, household characteristics and household amenities, religion, among others. Thematic reports are currently being prepared; almost all draft reports have been prepared. The entire thematic analysis is planned to be completed in December 2016.
The main census information has been disseminated to various stakeholders at Union and sub-national levels with the aim of achieving:- 1) increased availability of, and access to, Census data and information for a wide range of data users at the national and sub-national levels; 2) promote utilization of Census data at all levels of planning, design, implementation, monitoring and evaluation of policies, plans and programmes; and 3) improve Census data literacy and awareness among data users, the media and the general public, for more effective and meaningful use of the census information. The dissemination workshops have been held at Union, State/Region and district and are expected to be conducted down at the township level. Sharing the census information with various stakeholders remains a priority of the UNFPA supported census project.
Apart from these technical publications from the data set, the Census project plans to prepare an Administrative and Methodological report and an Evaluation of the Quality of Census Data. The Evaluation report will mainly look at coverage errors, content errors and effects of editing/imputations on final data set and hence on indicators. This is one way of informing potential data users about quality of the census data and hence improving the credibility of the census process.
2. Purpose of the consultancy
Based in the Census Project Office at the Department of Population, Ministry of Labour, Immigration and Population in Nay Pyi Taw, under overall guidance of UNFPA Country Representative, the Census Information Analyst Consultant reports directly to the UNFPA Census Chief Technical Adviser (CTA) and support her/him achieve the set census deadlines. He/she will be involved in specific technical assignments related to the census data analysis and dissemination activities outlined below. Census Information Analyst Consultant will work closely with the other members of the Census team and the Operation team at UNFPA Country Office in Yangon on census related activities.
3. Major Tasks and Responsibilities
The consultant will undertake the following tasks:
1. Support data processing team in checking data consistency during preparation of the thematic reports;
2. Review and edit the 7 census thematic reports prepared by technical experts. In particular, he/she will support the CTA in coordinating thematic analysis work by collating comments from reviewers and potential data users. The consultant will help ensure that concerns of data users and reviewers are incorporated in final versions of the reports;
3. Develop materials, presentations and briefs related to census progress and data dissemination for consultations, meetings and trainings, as needed;
4. Present census project and census data and information at events, workshops, meetings as UNFPA resource person, as needed;
5. Mentor and build capacity of national counterparts in the analysis and dissemination of census data;
6. Together with the CTA, engage with Government counterparts on technical matters relevant to the census;
7. Review and edit draft report on Administration and Methodology of the 2014 Census detailing the processes and lessons learned. The report captures key components of the census. This report will be used as institutional memory of the future censuses.
8. Be part of the team to edit and disseminate the set of Township Census Reports; and
9. Undertake any other tasks relevant to the 2014 Myanmar Census as required by UNFPA Representative and the Census CTA.
4. Key Deliverables
Some of the key deliverables of the consultant will be the following (please note that additional deliverables may be included, depending on stakeholder needs):
1. Professionally edited copies of the 7 thematic reports where the figures, indicators and citations are validated within and across reports.
2. Copies of dissemination materials targeting different audiences, which include members of parliament, media, researchers, Township data users, etc. These will be based on needs and demand;
3. Professionally edited copy of the Administrative and Methodological Report;
4. Edited copies of Township Census Reports; and
5. Other deliverables as agreed during the course of 7-month-consultancy.
The final edited publications must be of high quality in terms of details, analysis, relevance, utility and have the following attributes:
• Concision: Covers the required materials in a relevant and wieldy manner
• Readability: Uses simple, professional and clear language (while maintaining technical rigour)
• Analytical: Describes and interprets results of the data clearly and discusses policy implications of the specific themes.
5. LOCATION AND DURATION
The consultant will be based at the Census Project Office at the Department of Population in Nay Pyi Taw. The duration of the consultancy will be 11 months preferably from September, 2016.
6. QUALIFICATIONS AND EXPERIENCE
1. An advanced degree in Statistics, Demography, Development Studies, or other related social science studies.
2. At least 5 years of working on census or large survey, with practical experience in analysing census data and drafting quality reports in developing country
3. Management skills in organising and implementing training programmes and administration of large group of people in highly sensitive cultural contexts;
4. Proficiency in current Microsoft Office applications and data processing software.
5. Strong writing, editing and communication skills are a must, including fluency in oral and written English.

Salary scale based on qualification and experience in line with United Nations.
