Background
The Government of Myanmar conducted a nationwide Population and Housing Census in March/April 2014 with technical, administrative and financial support from UNFPA. The Department of Population in the Ministry of Labour, Immigration and Population took the leadership in the implementation of the census data enumeration. This is the first Census for the country in 30 years and was implemented by the Department of Population in the Ministry of Data collection was carried out through canvasser method on a de-facto basis.
The Main Results, which were launched and released on 29th May 2015, comprise a Union Report, 15 State/Region specific reports and a Highlights report of the Census results. In addition results on Occupation and Industry as well as on Religion were released in March and July 2016, respectively. Census information released so far includes demographic characteristics of the population, social characteristics, internal and international migration, education characteristics, economic characteristics (activity status, occupation and industry), births and childhood deaths, disability, household characteristics and household amenities, religion, among others. Thematic reports are currently being prepared; almost all draft reports have been prepared. The entire thematic analysis is planned to be completed in the first quarter of 2017.
The main census information has been disseminated to various stakeholders at Union and sub-national levels with the aim of achieving:- 1) increased availability of, and access to, Census data and information for a wide range of data users at the national and sub-national levels; 2) promote utilization of Census data at all levels of planning, design, implementation, monitoring and evaluation of policies, plans and programmes; and 3) improve Census data literacy and awareness among data users, the media and the general public, for more effective and meaningful use of the census information. The dissemination workshops have been held at Union, State/Region and district and are expected to be conducted down at the township level. Sharing the census information with various stakeholders remains a priority of the UNFPA supported census project.
Apart from these technical publications from the data set, the Census project plans to prepare an Administrative and Methodological report and an Evaluation of the Quality of Census Data. The Evaluation report will mainly look at coverage errors, content errors and effects of editing/imputations on final data set and hence on indicators. This is one way of informing potential data users about quality of the census data and hence improving the credibility of the census process.
Purpose of the consultancy
Based in the Census Project Office at the Department of Population, Ministry of Labour, Immigration and Population in Nay Pyi Taw, under overall guidance of UNFPA Country Representative, the International Census Technical Support Consultant for Thematic Reports and Data User Capacity Building reports directly UNFPA Census Technical Adviser (CTA) and support her/him achieve the set census deadlines.
Major Tasks and Responsibilities:
The consultant will undertake the following tasks:
- Support data processing team in generation of tables as required by technical experts (authors) during preparation of the thematic reports;
- Review, analyse and edit the census thematic reports prepared by technical experts, ensuring that they are of good quality and comply with international best practices for preparation of thematic reports. Specifically, the consultant will review and edit the following reports: Disability, Population Projections, Education, Gender, Elderly, Housing characteristics.
- Review, edit and design Township Census reports, ensuring that user-consultation recommendations are taken into account, where possible, and that the data is presented in a manner that responds to the capacities and needs of users at the Township level
- Organise the training of trainers (TOT) for the township dissemination workshops. This includes designing of training materials for the TOT and for the township workshops.
- Develop an implementation plan for the Township dissemination workshops
- In coordination with the Yangon Office and DOP, develop a distribution plan for printed census materials (reports, briefs, etc) to all townships.
- In collaboration with Communications Unit in Yangon, develop concise and user-friendly Thematic Briefs from the census thematic reports.
- Mentor and build capacity of national counterparts in the analysis and dissemination of census data;
- Undertake any other tasks relevant to the 2014 Myanmar Census as required by UNFPA Representative and the Census CTA.
Key Deliverables
Some of the key deliverables of the consultant will be the following:
- Professionally reviewed and edited copies of the thematic reports where the figures, indicators and citations are validated within and across reports.
- Finalised copies of Township Census Reports
- Training materials for the Township TOT and the Township dissemination workshops
- Implementation plan for the township dissemination workshops
- Other deliverables as agreed during the course of 4-months consultancy.
The final edited publications must be of high quality in terms of details, analysis, relevance, utility and have the following attributes:
- Concision: Covers the required materials in a relevant and wieldy manner
- Readability: Uses simple, professional and clear language (while maintaining technical rigour)
- Analytical: Describes and interprets results of the data clearly and discusses policy implications of the specific themes.
LOCATION AND DURATION
The consultant will be based at the Census Project Office at the Department of Population in Nay Pyi Taw. The duration of the consultancy will be 4 months January 2017.
QUALIFICATIONS AND EXPERIENCE
- An advanced degree in Statistics, Demography, Development Studies, or other related social science studies.
- At least 5 years of working on census or large survey, with practical experience in analysing census data and drafting quality reports in developing country
- Management skills in organising and implementing training programmes and administration of large group of people in highly sensitive cultural contexts;
- Proficiency in current Microsoft Office applications and data processing software.
- Strong writing, editing and communication skills are a must, including fluency in oral and written English.
Payment and Benefits
Salary scale based on qualification and experience in line with United Nations.
