International Consultant – Comprehensive Condom Programming Strategy

Purpose of consultancy:

The objective of the consultancy is to review and update the current Comprehensive Condom Programming Strategy that would be aligned to the South Sudan HIV/AIDS Strategic Plan 2017/2018 – 2021/2022.

 

Scope of work:

The consultant will work in a participatory manner under the general leadership of the UNFPA Representative and close supervision of the Deputy Representative. She/he will work in close collaboration with the South Sudan AIDS Commission and the Ministry of Health, Condom Task Force, HIV technical Working Group, partners and stakeholders. The consultant will conduct the following activities:

  1. Conduct a desk review of the current CCP strategy to identify areas for review.
  2. Present an inception report based on a comprehensive desk review of documents relevant to the execution of the assignment; and a methodology/action plan, work plan, and a list of key stakeholders to be engaged.
  3. Key informant interviews with stakeholders in the field of Sexual and Reproductive Health and Rights (SRHR) in general and HIV and AIDS in particular. This may include:
    • Ministry of Health (HIV/AIDS Directorate and Reproductive Health Directorate)
    • South Sudan AIDS Commission
    • UNFPA and other development partners
    • International and local  NGOs (USAID, Global Fund)
    • Partners working in FSW (IOM, LINKAGES, and INTRAHEALTH)
  4. Draft a five-year Comprehensive Condom Programming Strategy.
  5.  Facilitate a one-day workshop to validate the draft CCP.
  6.  Document the outcomes of the one-day workshop.
  7.  Outline and cost strategic actions within the strategy to implement condom programming in the country based on the findings.
  8. Facilitate and conduct a 2-day validation meeting with key stakeholders in collaboration with SSAC, MOH and Developmental organizations and stakeholders.
  9. Finalize the costed CCP strategy.
  10. Prepare a power point presentation for the final document ready for dissemination

Based on the UNFPA Comprehensive Condom Programming, the consultant is expected to contextualize the reviewed CCP strategy based on the four components and 10-steps approach for the CCP. Ensure the inclusion of emerging and innovative issues in Condom Programming

The consultant will be based mainly in the offices of UNFPA South Sudan CO. The South Sudan AIDS Commission (SSAC) in collaboration with the consultant will develop the draft programme for each of the workshops entailed in the assignment. SSAC will have the responsibility for implementing the logistical arrangements in relation to venue, sending and following-up on invitations.

 

Duration and working schedule:

The duration of this consultancy will be for 24 working days between 17th May to 21st June 2018

Delivery dates and how work will be delivered:

The consultancy is for duration of 24 working days with following deliverables:

  • Submission of inception report with a clear timeline and action for implementation.
  • Submission of stakeholders meeting report
  • Draft Comprehensive Condom Programming Strategy

Final Comprehensive Condom Programming Strategy and costed plan in 2 hard copies and soft copies

 

Monitoring and progress:

The consultant is expected to meet on weekly base with the supervisor:

  • Inception report within 3 days
  • Draft after 2 weeks
  • Stakeholders consultation meeting report after 3rd week

Final report by the 4th week

 

Supervisory arrangements:

The consultant will work under the overall guidance of the Representative and direct supervision of the Deputy Representative. He/ she will be required however to work in close collaboration with HIV Programme Analyst

 

Expected Travel:

Arrival date  to Juba 17th May, 2018

Departure date from Juba 21st June, 2018

  • One week from home
  • Two weeks from Juba: Consultations and development of the draft strategy
  • 4th week to send the final report

 

Qualifications and Experience:

  1. Post-Graduate degree in the field of Public Health, social science, health economist or other relevant field
  2. Experience working in developing strategies, Comprehensive Condom programming
  3. Ability to communicate effectively orally and in writing in English;
  4. Strong inter-personal communication, teamwork and organizational skills;
  5. Good diplomatic skills and experience interacting with host country government agencies including development partners, and civil society organizations
  6. 5 – 7 years working experience in in HIV prevention and condom programming
