Background:
The global Spotlight Initiative, launched by the European Union and the United Nations, is a multiyear programme focusing primarily on the elimination of violence against women and girls (VAWG) by 2030. The programme in Timor-Leste is aligned with the National Action Plan on Gender-based Violence (GBV) and is implemented by UN Women, UNFPA, UNDP, UNICEF, and ILO) in collaboration with government partners and Civil Society Organizations. It is implemented at the national level and in the municipalities of Ermera, Viqueque, and Bobonaro.
Overall, the programme aims to ensure Timorese women and girls have the right to live a life without violence in a country that is inclusive and gender equitable. It aims to achieve this by targeted action on six pillars: 1) legislation and policies; 2) institutional strengthening; 3) prevention of violence; 4) available, accessible and acceptable quality services; 5) quality and reliable data; and 6) supporting women’s movements and relevant civil society organizations (Spotlight Initiative, n.d.).
Scope of work:
The consultant will support UNFPA Gender Team to develop harmonized data-based visibility products and community engagement module to raise GBV awareness of community. The scope of work and expected deliverables include:
Key deliverables:
- Design of a detailed work plan and develop IEC and visibility products for the Safe Space in the health facilities
- Design of a work plan for the implementation of the deliverables for the consultancy as required by UNFPA.
- Develop five (5) knowledge and visibility print products for the Safe Space facilities :
- The consultant will provide technical support in the production process with the printing companies.
- The consultant must include illustrations and infographics in the materials as requested by UNFPA.
- The final printing files must be submitted in PDF format (high and low resolution).
- UNFPA will provide texts and photos to produce the materials.
- Production of one (1) short video of the Safe Spaces facilities for posting on UNFPA CO social media channels:
- The consultant will produce one (1) short video on the Safe Spaces facilities with a duration from one (1:00) to one and a half (1:30) minutes.
- The consultant will receive context information from UNFPA to develop the short video.
- The consultant will need to be open to requests for revision for each video produced for maximum two times and complete the changes within a week of receiving the request.
- The cost of music copyrights (if applicable) will be responsibility of the consultant.
- Format and language: the consultant will hand over the short video with at least HD resolution (1920x1080 px) in Tetum language with English subtitles.
- Develop harmonized IEC materials based on 2 knowledge products (situation analysis, social norm study) produced in Spotlight Phase 1
- Development of five (5) knowledge and visibility print products for Government institutions and CSOs use:
- The consultant will provide technical support in the production process with the printing companies.

- Develop community engagement module to raise GBV awareness and increase GBV response service seeking behavior
- Review and analyze existing community engagement modules and identify gaps between the current modules and UNFPA Strategic Plan and gender programme of UNFPA TLS
- Strengthen the evidence-based aspect of the community engagement module and information of available services for GBV survivors and increase service seeking behavior of GBV survivor
- Develop harmonized community engagement module with key messages and key IEC materials
- Develop facilitator guideline to implement the module including implementation plan
- Capacity building for implementing partners
- Develop capacity building materials for implementing partners to use
- Conduct capacity building session on the community engagement module for UNFPA’s implementing partners
The consultant will have overall responsibility for her/his equipment and required software for developing the abovementioned deliverables.
Duration and working schedule:
The duration of this assignment is 60 working days, between November 2022 and 15 March 2023. Payment instalment will be upon submission of each deliverable and proportion of the payment is as below.
- Deliverable 1: Submission of visibility and IEC materials (banner, posters leaflet, video and other communication materials) of Safe Space and knowledge products (GBV fact sheet and Social Norms Study) – 40%
- Deliverable 2: Submission of community engagement module to raise GBV awareness and increase GBV response service seeking behavior – 40%
- Deliverable 4: Submission of report on capacity building for implementing partner with recommendation – 20%
Delivery dates and how work will be delivered:
Electronic and hardcopy of deliverables to be submitted if required
Monitoring and progress control, including reporting requirements, periodicity format, and deadline:
Weekly check-in meeting with UNFPA Gender team and consultancy report based on the tasks abovementioned will be submitted every month and consultancy evaluation will be conducted
Supervisory arrangements:
The consultant will work under the direct supervision of the Assistant Country Representative while working closely with UNFPA Timor-Leste Gender team.
Expected travel:
Travel to 3 municipalities (Bobonaro, Ermera and Viqueque) is expected if required
Required expertise, qualifications and competencies, including language requirements:
Minimum educational qualifications and working experience:
- An advanced university degree (Master’s degree or equivalent) in Communication.
- A minimum of 5 years of working experience in communication, public information, or a related area is required.
- Experience in developing GBV knowledge-material based on the Timorese context is an asset.
- Experience in providing communication training to national counterparts and/or civil society organization is an asset.
- Experience in liaising and coordinating with national counterparts and civil society organizations is an added advantage
- Working experience with UN Agencies or other international organizations is an asset
Skills and Competencies:
- Fluency in English and Tetum are required
- Proficiency in the Adobe Suite software (Illustrator, Photoshop, Premiere, etc.) is required
- Proficient with Microsoft Word, Excel and PowerPoint would be an asset
- Time management skills with punctuality would be an asset
Inputs / services to be provided by UNFPA or implementing partner (e.g, support services, office space, equipment), if applicable:
- UNFPA will support resource materials, and reference documents as relevant;
- UNFPA will support the Tetum-English-Tetum translation of materials and activities when necessary
