ORGANIZATION SETTING

Under the overall guidance of the Deputy Representative, UNFPA Bangladesh and for day to day guidance from the ASTHA Project Manager and Chief of Gender-UNFPA Bangladesh the International Consultant Gender-Based Violence Case Management Specialist will be responsible for:  

 

1.1 Adapt harmonized, context-appropriate case management model to support individual client care for survivors of GBV at the Union, Upazila and District levels in four districts (Bagura, Cox’s Bazar, Jamalpur and Patuakhali)

1.2 Train case workers, case manager and case coordinators to successfully implement case management model and referral system at union to district level

1.3 ToT  on uphold and apply GBV Guiding Principles in staff development approaches:

 

The position is located in UNFPA Bangladesh Country Office (CO) with expected travel within Dhaka city and four project districts (Bagura, Cox’s Bazar, Jamalpur and Patuakhali).

 

SCOPE OF WORK

 

The scope of work is outlined below.

 

1.1 Adapt a harmonized, context-appropriate case management model and referral system to support individual client care for survivors at Union to District level: 

  • Assess current individual client care approaches and staff capacities for conducting case management for GBV survivors at union – district level and draft recommendations on appropriate scope of service, client selection criteria, and staff support requirements
  •  Review the current GBV case management model and develop additional necessary tools, including the development of additional monitoring and evaluation tools for service quality assurance
  • Development of GBV case management implementation guideline
  • Work closely with UNPFA GBV IM specialists to align the case management model with reporting tools and GBV incident recording systems  
  • Facilitate consultation meetings for relevant stakeholders’/service providers input on developing referral system from union to district level

1.2 Train case workers, case manager and case coordinators to successfully implement case management model and referral system at union to district level

  • Provide training to case workers, case managers and case coordinators and other relevant stakeholders on  2nd phase GBV case management and additional tools, including practical exercises involving complex case scenarios
  • Provide consultation to case managers on implementation of guidance for supervision of case workers and further ensure the ability of managers to appropriately utilize related tools and approaches 
  • Provide technical support to establish referral system involving relevant stakeholders/service providers  on the gorund
  • Provide recommendations on staff development needs  

1.3 ToT  on uphold and apply GBV Guiding Principles in staff development approaches:

  • Develop guidance notes and tools for program managers to conduct routine case management  supervision of case workers
  • Provide ToT on the application of GBV guiding principles to client care

Expected Deliverables:

The consultant will deliver the following:

  • Work plan
  • Assessment report and key recommendations on GBV Case Management and referral Services at union to district level
  • Tools to support union-district level case management model and referral system including, but not limited to  risk assessment checklist, safety planning form and additional monitoring and evaluation tools for service assurance  
  • GBV case management and referral pathway implementation guideline
  • Guidance note and tools on provision of client support/case management supervision for case managers to support case workers
  • GBV 2nd phase Case Management Training presentation, support/handout materials, facilitators guide, etc.

MONITORING AND PROGRESS CONTROL

 

All the reports and documents prepared during the assignment are the property of UNFPA Bangladesh. The reports/documents or any part cannot be sold, used and/or reproduced in any manner without prior written approval of UNFPA. During the consultancy, if additional time is required to complete the assignment beyond the time previously agreed, UNFPA’s written approval will be required.

 

The consultant will have access to all relevant available written/web based background information necessary for this assignment. The consultant will also have the possibility to organize regular meetings with the UNFPA project management and if necessary, with other relevant stakeholders.

 

QUALIFICATIONS AND EXPERIENCE

 

 

Education

  • Master’s degree in clinical degree in Social Work or Psychology or social science field

 

Professional Experience

  • At least 5-7 years of professional experience providing case management
  • Experience on mental-health/healthcare services, with special focus on behavioral and bio-psychosocial problems and disorders is preferable.
  • Proven relevant experience in developing GBV case management tools and guidelines.
  • Proven relevant experience in working as a case manager
  • Proven relevant experience in establishing referral pathway/system
  • Proven relevant experience in developing training curriculums, modules and materials on GBV case management and referral pathway
  • Good understanding of the issues of GBV in Bangladesh and the system of case management and psychosocial support and referral system relevant to the local context  
  • Experience of working at a global or regional level especially in the South Asia region.
  • Knowledge and understanding of participatory approaches in the development of training modules.
  • Experience working on GBV training modules, etc. for Bangladesh/South Asia desired.
  • Experience providing direct services to GBV survivors preferred   

   Language

  • Fluency in oral and written English.

Competencies:

 

  • Knowledge and ability to deliver quality work output in high stress or short deadline situations.
  • Excellent organizational skills.
  • Strong interpersonal skills, ability to coordinate and synchronize work with people of diverse cultural backgrounds, consensus building, team working and consortium dynamics.
  • Excellent written and spoken English communication skills.
  • Demonstrated ability to assess and analyse complex situations in order to determine conclusions and recommendations.
  • Excellent facilitation and diplomatic skills with the ability to facilitate mutual understanding and cooperation from senior national / international stakeholders in a highly political environment.
  • Strong ability to lead a team and guide supporting consultants as required.
  • Flexible and responsive to changes as part of the review and feedback process.

Knowledge of Bangladeshi culture is an asset

 

SERVICES TO BE PROVIDED BY UNFPA

 

The consultant shall maintain close contact with the Acting Chief of the Gender unit. S/he will be provided with working space in, UNFPA’s Country Office (IDB Bhaban) and/or Gulshan Office (diplomatic enclave) if needed.

 

The Consultant will bring/use her/his own laptop computer.

 

The consultant will be provided with office vehicle support or the actual cost of transportation whilst working on mission and whilst travelling for official purposes in Dhaka and Cox’s Bazar.

 

PAYMENT SCHEDULE

 

Monthly payment based on Work plan deliverables, DSA will be applicable while travel to district as per UN/UNFPA’s corporate policy
