Purpose of Consultancy:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in the UNFPA Strategic Plan.

The EU-UN Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030. The EU-UN Spotlight Initiative in the Pacific prioritises a focus on addressing and preventing Intimate Partner Violence (IPV) as a leading form of violence against women and girls in the region. The Spotlight Initiative aims to drive transformation through work across six pillars: laws and policies; strengthening institutions; prevention of violence and social norm change; delivery of quality services; gender based violence (GBV) data availability and capacities; and supporting the women’s movement and civil society. 

As part of the EU-UN Spotlight Initiative and supported through complemented funding, UNFPA PNG is prioritising the strengthening of Gender Based Violence (GBV) and Sexual and Reproductive Health (SRH) services for women, girls, men and boys. The delivery of structured, staged training and coaching of frontline providers and relevant actors is critical to achieving this. UNFPA is establishing a roving training team to support this work. UNFPA seeks a consultant to lead this work.

The work will be conducted in support of the Papua New Guinea Country Office (CO).

The consultant (roving team manager) will work under the direct supervision of the GBV Programme Specialist. As the Programme Specialist (SRH) is in place, dual supervision may be explored. The consultant will lead a roving training team. The training team will be comprised of the lead consultant (roving team manager) and an anticipated 3 support staff (training officer x 2 and training assistant x 1). In this position, the consultant will have overall programme management responsibilities for training and coaching. This includes:

             Overall programme management for training including planning and logistics, implementation, monitoring, evaluation and reporting;

             Technical lead of training under the overall technical guidance of the Programme Specialist/s. This includes the development and/or adaptation of technical materials and maintenance of training resources as well as co/facilitation of trainings;

             Work with implementing partners to build their capacity to assume training responsibilities, including through staged coaching;

             Development of training and coaching strategy to ensure ongoing structured capacity building including through the development and maintenance of a training database.

Training will prioritise a focus on GBV specialized services, in particular in the health sector as well as supporting integrated SRH and GBV services and referral. Specific trainings may include psychological first aid (WHO LIVES), clinical care for GBV survivors, case management and referral however training priorities will be set with Programme Specialist/s and the programme team subject to priorities. Programme Specialist/s will work closely with the consultant to support their knowledge and training skills in key areas where needed as well as provide technical materials from the outset.

The training plan will be set with and under the guidance of Programme Specialist/s. It is anticipated that training will occur across project locations. Accordingly, significant travel is anticipated.

Duration and working schedule:

The contract will cover the period 2.5 months or 70 working days from March to June 2022.  Payments are calculated on the basis of a daily rate.

Place where services are to be delivered:

The Gender-Based Violence Lead Trainer will be based in Port Moresby with frequent travel to the Provinces.

Required expertise, qualifications and competencies, including language requirements:

Education:

Advanced university degree in gender, public health, international development or related field.

Knowledge and Experience:

  • Strong familiarity with GBV and multi-sector response model; 

  • Experience leading trainings with strong facilitations skills as well as coaching front-line service providers and/or community organisations;

  • Experience working in clinical settings and/or with clinical knowledge relevant to GBV health services;

  • Experience and knowledge of case management/social protection system, with a preference for experience in coaching and providing oversight to case management services;

  • Experience working in PNG is strongly preferred.    

Required Skillset:

  • Advanced skills in communication. Exceptional capacity to communicate concepts and ideas in clear, concise and non-technical language both verbally and in written form;

  • Ability to produce written technical materials to a high quality under tight deadlines;

  • Strong interpersonal skills including for effective relationship management;

  • Analytical thinking to support strategising in the advancement of UNFPA’s position in-country.

Languages:

Fluency in oral and written English is required.

Other Desirable Skills:

Prior experience in PNG.
