The Consultancy:

 

UNFPA together with all the Development Actors is transitioning from Funding to Financing. Financing aims to structure different financial flows to development outcomes. This entails developing UNFPA capacity to influence different sources of public, private, domestic and international finance to achieve collective sustainable development results. UNFPA ESAR is making strides in Innovative Financing, currently 5 Country Offices have been approved for the SDG Financing and are working towards developing full proposals which will include Innovative financing mechanisms. With this in mind, UNFPA ESARO seeks the services of a highly qualified consultant to perform tasks related to rolling out its Innovative Financing Strategy.

 

Purpose of a Business Case for a Development Impact Bond:

  • To elaborate UNFPA’s readiness needs as an Outcome Fund Manager.
  • To build a case to pitch to UNFPA management team, potential funders and Investors.
  • To provide details of a desired ecosystem (Financial, Legal, Operational) which will facilitate the operation and management of an Outcome fund and other Innovative Financing Mechanisms.

How will the task be done?

  • Conduct consultations with the Strategic Partnerships Branch and Resource Mobilisation Branch in HQ, the Regional Office, UNFPA Country Offices, Other UN agencies implementing DIBs (UNICEF, UNDP, UN Women) and the Kenya SDG Partnership Platform.
  • Conduct consultations with KOIS, CIFF, The World Bank, IFC, AFDB, USAID, FCDO.
  • Develop a Business Case using the approved template (Template was approved by RMB HQ).

Scope of Work:

 

The consultant will work under the supervision of the Resource Mobilisation and Partnerships Adviser at UNFPA ESARO as the contracting agent. 

  • Develop a Business Case on Innovative Financing (20 Days)
  • Develop consultation tools (2 days).
  • Set up consultations with Internal and external stakeholders (2 days).
  • Conduct consultations (5 days).

  • Develop business cases using the already existing template (10 days).

  • Contingency (1 day).

Duration of Contract and Location of Services:

  • This work will require a period of 2 months.
  • The contract will start on 1 June to the 1st of August 2021
  • The Consultancy is Home-based.

Deliverables:

  • Consultation report (2 days) by 30th of June 2021
  • Business case for a Development Impact Bond (10 days) by 25th of July 2021
  • Provide regular updates through emails, participate in teleconferences as required to monitor adherence to the schedule.
  • UNFPA will provide all printing services, booking of appointments, booking of travel and transport to meetings and office space whenever required.

Qualifications and Experience:

 

Education:

  • Advanced university degree in development studies, public administration, business administration, finance or other relevant social science.

Experience:

  • 15 years or more of relevant professional experience in development or financial management systems.
  • Strong experience working in resource mobilization and financing instruments.
  • Experience in leading/supporting the development of Innovative Financing mechanisms an asset.
  • Strong experience in developing, implementing, and managing complex, multi-stakeholder projects/programmes.
  • Experience working for/with multi-lateral organizations (including IFIs), the United Nations, private sector and investors.
  • Experience leading and working with a range of clients, colleagues, consultants, and other partners with a broad exposure to private and public stakeholders.
  • Investment experience in a combination of developed and emerging market an asset.
  • Experience of working in or with developing countries an asset.

Language Requirement:

  • Fluency in written and spoken English.
