Purpose of consultancy: The main objective of this assignment is to develop or adopt a GBV Psychosocial Counselling Manual that provides standardised guidelines and best practices for GBV service providers in delivering effective psychosocial support to GBV survivors

 Objective:

The main objective of this assignment is to develop or adopt a GBV Psychosocial Counselling Manual that provides standardized guidelines and best practices for GBV service providers in delivering effective psychosocial support to GBV survivors.

 

Scope of work: The project, funded by the Republic of Korea and implemented by UNFPA, starting fro 08 Aug 2021 to 31-Dec 2023 It aimed at improving access to comprehensive Gender-Based Violence (GBV) AND and Mental Health and Psychosocial Support Services (mhpss) to the survivors of conflict-related sexual violence in Kirkuk and Ninewah governorates of Iraq.

The following activities are expected to be undertaken as part of this assignment:

  • Conduct a comprehensive review of existing GBV psychosocial counselling manuals, guidelines, and resources.
  • Identify gaps and areas for improvement in current GBV psychosocial counselling practices.
  • Develop a new GBV Psychosocial Counselling Manual or adapt an existing manual to suit the local context and requirements.
  • Collaborate with relevant stakeholders, including GBV service providers, psychologists, social workers, and survivors, to gather inputs and ensure the manual reflects diverse perspectives and needs.
  • Incorporate evidence-based approaches, trauma-informed care, and cultural sensitivity into the manual.
  • Ensure the manual provides clear guidance on assessment, intervention, referral pathways, and self-care for GBV service providers.
  • Review and incorporate feedback from key stakeholders on the draft manual.
  • Finalize the GBV Psychosocial Counselling Manual, including formatting, layout, and design.

Required expertise, qualifications and competencies, including language requirements:

Qualifications and Expertise:

The consultant/team should possess the following qualifications and expertise:

 

  • A master’s degree in psychology or social Sciences, or an equivalent qualification, is required.
  • A minimum of 10 years of experience in the relevant field, along with expertise, is required.
  • Strong background and experience in GBV programming, psychosocial counselling, or related fields.
  • Demonstrated expertise in developing or adapting training materials/manuals in the field of GBV.
  • Familiarity with international best practices and guidelines for GBV psychosocial support.
  • Excellent research and writing skills, with the ability to present complex information in a clear and concise manner.
  • Experience in working collaboratively with diverse stakeholders, including GBV service providers and survivors.
  • Knowledge of the local context and cultural considerations related to GBV in the target region (if applicable).
  • Work experience in/good knowledge of the national development context of Iraq
  • Familiarity with UNFPA or other United Nations organizations’ mandates and activities will be an advantage.
  • Fluent in written and spoken English, preferable to know the local language Arabic and Kurdish.

Place where services are to be delivered: The consultancy fees will be  USD/day. Travel expenses to be paid by UNFPA. The consultant will be required to work on-site and possibility of remotly, conducting in-person interviews and focus group discussions in Erbil, Mosul, and Kirkuk if needed. The main duty station for this position is Iraq, specifically Erbil, Baghdad, Kirkuk, and Mosul (Ninewa governorate

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Deliverables:

The following deliverables are expected from the consultant/team:

  • An inception report outlining the proposed approach, timeline, and methodology.
  • A draft GBV Psychosocial Counselling Manual for review and feedback.
  • A final version of the GBV Psychosocial Counselling Manual incorporating revisions based on feedback.
  • A summary report documenting the process, challenges, and recommendations for future implementation.
  • Presentation of the developed manual and conducting capacity building training.
  • Share the final copy of the Manual in Arabic and English language.  

 

Deliverables with Timeline: The main deliverable for this consultancy:

  • Design a detailed work plan with the time frame and in agreement with UNFPA in cooperation with the line Government institutions no later than September 5, 2023
  • Create draft version of the training manual for review and feedback from relevant stakeholders by September 30th, 2023
  • The training manual, with incorporate comments should be submitted to UNFPA Iraq CO no later than October 15th, 2023.
  • . Facilitate a 3-day training program on training manual no later than October 30th, 2023.

The consultancy fees will be  USD/day. Travel expenses to be paid by UNFPA.

Payment Schedule:

1st payment 20%:   upon delivering the first deliverables.

2nd payment 40% (upon submission of draft training manual) delivering second deliverable.

3rd payment 20% upon receipt of final training manual delivering 3rd deliverable. 

Final payment 20% upon 3 day training program. UNFPA staff will review and provide feedback on all steps

 

Supervisory arrangements:Under the overall coordination of the Deputy Representative and direct supervision of the GBV Programme Analyst

UNFPA to provide (DSA upon approval of travel authorization, travel arrangements, relevant documents and office space

The consultant/team will report to GBV Officer of the supervisor/contact Deputy representative. Regular communication and progress updates will be required throughout the assignment.
