Purpose of consultancy:
- To coordinate and consolidate the required monitoring and evaluation actions of Spotlight Initiative Phase 1 reporting, in compliance with Spotlight Initiative results framework
- To review, develop, and improve the core implementation and M&E tools, including work plan, for Phase 2 of the Spotlight Initiatives.
Background
- To address the global challenges of Ending Violence Against Women and Girls (EVAWG), the European Union (EU) and the United Nations have partnered on a multi-year programme, the EU-UN Spotlight Initiative. The Spotlight Initiative involves five UN agencies (UN Women, UNFPA, UNDP, UNICEF and ILO) and aims to support transformative change on the ground to EVAWG. The overall vision of the Spotlight Initiative in Timor Leste is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable Timor Leste. The program is aligned to the Timor Leste “National Action Plan on Gender based violence (NAP GBV) (2017-2021) and National SDG Roadmap, particularly on SDGs 5 and 16. It will contribute to the National Strategic Development Plan and reinforce Timor-Leste’s Development Plan and reinforce Timor-Leste’s implementation of commitments under the Beijing Platform for Action, the Concluding Observations of the CEDAW Committee, the Convention on the Rights of the Child, among other international obligations.
Scope of work:
The Consultant will be a part of the Technical Unit for Spotlight, which is composed of an EVAW Programme Specialist, and staff of UN agencies. The Resident Coordinator has oversight of the Initiative and the Resident Coordinator’s Office is a liaison point with the global Spotlight Initiative Secretariat. Below is the scope of work of this consultancy:
- Review and analyze programme monitoring reports and annual reports to update progress to results targets and consolidate illustrative examples of impact results as input to Timor-Leste Annual Report and Phase 1 report.
- Support quality assurance (accuracy) of the SI Programme Phase 1 report
- Develop a 2-page summary report on Phase 1 and M&E inputs for Phase 2;
- Draft the development and implementation of comprehensive and realistic monitoring and evaluation plans/strategies/tools for Phase 2, with appropriate data sources, data collection methods, analysis plans, metadata sheets, quality controls and resource requirements for Spotlight Phase 2 Implementation, that align with the information and data requests from respective agencies, the RCO, the EU, etc.
- Identify opportunities for participatory Monitoring and Evaluation through the Spotlight Civil Society Reference Group and beneficiaries as well as coordination opportunities between UN agencies in terms of monitoring
- Support the finalization of the Mid-Term Assessment for Spotlight Initiative including identifying action points for agencies, partners and staff
- Summarize good practices and lessons learned and share findings with the Spotlight Initiative Team, UNCT, agency colleagues, the Spotlight Secretariat, so that best practices benefit UN’s work.
- Support capacity building with implementing partners in programme monitoring and evaluation as necessary.
Duration and working schedule: 9 May 2022 – 19 August 2022 (75 working days)
Place where services are to be delivered: Dili with possibility traveling to the Municipalities (Ermera, Viqueque, Bobonaro)

13 May 2022 - Draft of the Work plan until August shall be submitted –
19 May 2022 - Inputs to Phase 2 completed and submitted
10th June 2022 - Completed Draft of the review and analyze programme monitoring reports and annual reports to update progress to results targets and consolidate illustrative examples of impact results as input to Timor-Leste Annual Report and Phase 1 report.
24th June 2022 - Submission of final version of the review and analyze programme monitoring reports and annual reports to update progress to results targets and consolidate illustrative examples of impact results as input to Timor-Leste Annual Report and Phase 1 report
15 July 2022 - Draft the development and implementation of comprehensive and realistic monitoring and evaluation plans/strategies/tools for Phase 2, with appropriate data sources, data collection methods, analysis plans, metadata sheets, quality controls and resource requirements for Spotlight Phase 2 Implementation, that align with the information and data requests from respective agencies, the RCO, the EU, etc.
29th July 2022 - Final submission of the development and implementation of comprehensive and realistic monitoring and evaluation plans/strategies/tools for Phase 2
16th August 2022 - Completion of series of the learning session to RUNOs
18th August 2022 - Submission of the final report of the consultancy
All work is delivered through electronic copies and hard copies if requested.
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
• Draft of the Work plan until June shall be submitted – 10% payment
• Report of Phase 2 planning, monitoring and evaluation plan – 15% payment
• Submission of final version of the review and analyze programme monitoring reports and annual reports to update progress to results targets and consolidate illustrative examples of impact results as input to Timor-Leste Annual Report and Phase 1 report- 20% payment
• Final submission of the development and implementation of comprehensive and realistic monitoring and evaluation plans/strategies/tools for Phase 2-15% payment
• Completion of series of learning session to RUNOs and IPs- 20% payment
• Submission of the final report of the consultancy- 20% payment.
Supervisory arrangements: Under the overall supervision of the UNFPA Representative and in close consultation and collaboration with the UNW Gender Specialist
Expected travel: To the three municipalities: Bobonaro, Ermera and Viqueque
Required expertise, qualifications and competencies, including language requirements:
• Advanced University degree in in Social Sciences, Population, Demography Development studies, Economics, Statistics or Public Administration, with research experience
• With 10 years working experience in monitoring and evaluation systems
• Experience working in Spotlight Initiatives program, is an asset
• Experience with Results Based Management (RBM) and donor reporting (on the latter, experience specifically on EU-funded programmes will be considered an asset
• Strong analytical and strategic thinking
• Commitment to results and learning
• Ability to organize work effectively, plan and meet agreed timelines
• Ability to collect and organize information to enable engagement of a number of actors
• Demonstrated ability to work harmoniously with persons of different backgrounds in multicultural environment Experience working with a variety of partners including government and civil society
• Demonstrated knowledge and engagement with gender equality and/or diversity issues
