PURPOSE OF CONSULTANCY

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect.  Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in UNFPA Strategic Plan (2014-2017).
 
Under the Strategic Plan, UNFPA manages the “Women and Girls First” programme (2016-2018), an 11 million USD multi-year UNFPA-donor joint trust fund. Under the Women and Girls First programme, UNFPA is committed to leading the international community and supporting national stakeholders in addressing gaps in gender equality, improving sexual and reproductive health services, responding to and preventing gender based violence (GBV) and integrating gender equality and women's rights perspectives into national policies, development frameworks and laws. Through these key outcomes, UNFPA will also be seeking to achieve improved and strengthened access to justice and increased participation of women in the peace process, through economic and political empowerment. The programme focus areas include Rakhine, Kachin and Northern Shan States as well as additional support to the South East, including Kayah, Kayin and Mon States.

The UNFPA Myanmar Country Office is seeking an International Monitoring and Evaluation consultant to provide technical support and guidance to develop robust Results Based Management (RBM) frameworks and quality assurance in programme implementation of the Women and Girls First programme (WFG). S/he will be responsible for developing and refining monitoring tools to ensure that the indicators and measures incorporated in the results framework of the WGF programme are tracked, analysed and evaluated.

The consultant will conduct a rapid baseline assessment. The purpose of the rapid baseline assessment is to provide an information base against which to monitor and assess programme progress during implementation. The rapid assessment will focus on a desk review to consolidate existing data, development of a comprehensive data collection tool data collection for a set of indicators outlined in the M&E framework, lead the data collection and analysis and develop a rapid
baseline assessment report.

The consultant will also lead the roll out of the interagency GBV information Management System and strengthen Sexual and Reproductive health programme data collection and surveillance systems.  S/he will work in close collaboration with GBV/Humanitarian team and under overall supervision of the Deputy Representative.

The International M&E Consultant will work under the overall guidance of the UNFPA Myanmar Deputy Representative, with direct supervision of the GBV Programme Specialist.

 SCOPE OF WORK

The international consultant will be responsible for the following duties and in consultation with the GBV Programme Specialist in Yangon, will determine the prioritization of activities:

Under the Women and Girls First programme, the following activities will be undertaken:

1. Review and analyse current M&E framework of WGFI and the HRP against the GBV/HUM programmes;
2. Develop and synchronise reporting, monitoring and evaluation tools for Implementing Partners, UNFPA and donors;
3. Review and technically advise the programme team on the M&E framework and provide recommendations for additional qualitative and quantitative indicators;
4. Provide technical assistance to strengthen the financial monitoring systems for the programme;
5. Design and support SRH indicators and reporting to support stronger understanding of progress and gaps and needs etc.;
6. Implement and supervise data collection, analyze and synthesize data for reporting.
7. Enhance the capacity of UNFPA national M&E officer, programme team and Implementing Partners on result based monitoring and guide the implementation of tools developed.
8. Facilitate training for Implementing Partners on M&E tools to strengthen result based reporting, monitoring and evaluation.
9. Provide technical support to undertake a rapid assessment to gather and analyze quantitative and qualitative data for the WGFI rapid baseline assessment;
10. Conduct a desk review including an analysis of documents, (national) surveys and reports that have been produced in connection with the thematic area;
11. Design tools/questionnaire and methodology for data collection of both qualitative and quantitative data for the rapid baseline assessment;
12. Collect and analyze data and develop rapid baseline assessment report.
13. Establish a Monitoring and Evaluating Reference Group within UNFPA and with implementing partners to support ongoing best practice in Monitoring and Evaluation practices to support results based management.
14. Develop and conduct an Evaluation of the WGF programme to support next phase programme design through the identification of challenges and opportunities. This includes development of evaluation tools and timeline for implementation.

In support of the roll out of the GBV Information Management System, the following activities will be undertaken:

15. Support finalisation of the GBVIMS Guidance Note and Information Sharing Protocol;
16. Chair the monthly national GBVIMS Task Force and manage the collection, collation, analysis and publication of data through systems strengthening and data management tools;
17. Encourage and support organizations and agencies to use the GBVIMS through assessment, technical support, training, and quality assurance;
18. Identify capacity building needs and liaise with the GBV WG, GBVIMS Steering Committee for follow up,
19. Documentation of the concerns, suggestions and lessons learned from the rollout process;
20. Conduct revisions and provide context specific inputs to documentation and training materials produced in support of GBVIMS;
21. Facilitate data collection across different data collection modalities operational in Myanmar;
22. Lead collation and reporting of the GBVIMS date on a quarterly basis, including templates for reporting and presentations;
23. Build sustainable mechanisms and national capacity to support implementation of the GBVIMS. The GBVIMS Coordinator should work closely and in collaboration with GBVIMS organizations, and relevant stakeholders under the guidance of GBV Coordination working group.

KEY DELIVERABLES

The consultant will work with the Programme Specialist (GBV) and the Programme Specialist (Women and Girls First Initiative) of the Myanmar country office to determine priority deliverables however at a minimum will be responsible for delivering the following over the course of the consultancy. These deliverables will be done alongside a national Monitoring and Evaluation consultant to ensure sustainability and continuity of outcomes.

Women and Girls First programme (80 days) 

• Desk research rapid baseline assessment and gaps analysis (5 days)
• Rapid assessment and baseline assessment data tools finalised; (5 days)
• Collect and analyze data and develop report for submission with recommendations (15 days)
• Review and finalised M&E framework for WGF programme including reporting, monitoring and evaluation tools (10 days);
• Mapping of existing M&E tools utilised by implementing partners to support results based management (5 days)
• Development of training material for IPs to support results based reporting against the M&E framework (3 days)
• Facilitation and running of training for implementing partners to support results based management (2 days)
• Develop UNFPA training mapping tool, across youth, GBV and SRHR, to support effective and appropriate training which is monitored and evaluated. This would require identification of all training modules utilised by UNFPA and our partners (where appropriate), tools to support pre and post testing and recording of participants and locations (10 days)
• Development of SRHR data systems to support collection and analysis to support monitoring of SRHR programming (3 days)
• Report on training session for IPs including recommendations for additional training (2 days)
• Development of tools for evaluation of the WGF programme to support design of next phase of the programme (5 days)
• Conduct the evaluation of the WGF programme against the Results Framework to determine current status, challenges, opportunities and recommendations for the next phase of the WGF programme. (20 days)

GBV IMS (40 days)

• Finalisation of GBV IMS Guidance note, GBVIMS Information Sharing Protocol and established GBV IMS Task Force (2 days)
• Review and Plan for capacity building programme to support sustainable GBV IMS roll out  (3 days)
• Development and adaptation of training material for GBV IMS participating organisations to support capacity  development plan (5 days)
• Facilitation or support for the roll out of additional training for participating agencies (5 days)
• Develop systematic processes for collection, collation, analysis and reporting of GBVIMS data (15 days)
• Support for the Quarterly collation and reporting of GBVIMS data including templates for reports and presentations (10 days)
 MONITORING AND PROGRESS CONTROL

The international consultant will be responsible for conducting regular monitoring of the project and will report on a weekly basis to the WGFI programme specialist and the GBV Programme Specialist.
In addition to maintaining deadlines for the key deliverables the consultant will provide a final report outlining achievements and recommendations.

 QUALIFICATIONS AND EXPERIENCE
Education
Advanced University Degree in public health, social science, demography, gender, international development, public administration, management or other related field. The graduate or post graduate degree should preferably include credits in the principles and practice of monitoring and evaluation;
Knowledge and Experience
• 10 years of increasingly responsible professional experience, of which five years at the international level. At least five years in health and/or social sciences evaluation;Knowledge of legal systems and the justice continuum in order to support strengthened access to justice through strong policy development and justice sector engagement.
• Solid knowledge and expertise in result based monitoring and evaluation are required, including the experience and expertise in monitoring and evaluating the impact of policy level work;
• Demonstrated experience in designing conceptual and results frameworks, M&E tools and strategies;
• Strong track record of leadership in managing programme-level monitoring and evaluations, and proven ability to produce good-quality, demonstrable results is required;
• Programmatic experience, including programme development, planning, monitoring and reporting, is required;
• Experience with data and measures on gender and gender based violence highly desirable
Core Competencies
• Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources;
• Strong interpersonal skills and the ability to work within different cultural environments;
•   Excellent verbal and writing skills in English are required.
