Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. The UNFPA PSRO Sixth Pacific Sub-Regional Programme (SRP 6) (2018-2022) is now in its final year of implementation through annual work plans with national government partners and regional/global partners. A key component to support the implementation of the SRP 6, is the “Transformative Agenda for Women, Adolescents and Youth in the Pacific: Towards Zero Unmet Need for Family Planning” program funded by the Government of Australia (DFAT) implemented in Fiji, Kiribati, Samoa, Solomon Islands, Tonga and Vanuatu (AUD
$30 million).

The Transformative Agenda (TA) programme is in its last year of implementation. Through approximately 25 government and non-governmental partners both at national and regional level, the programme focuses on three main outcomes:

1. Increased and improved supply of integrated sexual and reproductive health (SRH) information and services, particularly for family planning.

2. Increased demand for integrated SRH information and services, particularly for family planning.
3. More conducive and supportive environment for people to access and benefit from quality SRH, especially contraceptive choice.

UNFPA PSRO is seeking the services of an experienced Programme Analyst consultant to support programme coordination of the Transformative Agenda programme. The consultant will work remotely and may carry out some missions to the 6 TA countries.

Scope of work:

Under the supervision of the International Programme Coordinator, the consultant will work closely with the six country teams, regional team, and regional implementing partners, and will be responsible for:

1. Providing technical support to the implementation and management of the Transformative Agenda

a. Coordinate day-to-day programme management of regional implementing partners, including coordination and quality controlling work plans and reporting.
b. Monitor regional and country level implementation and implementing partner performance, and track progress to assess impact and compliance with results-based
performance indicators.
c. Provide programme management support to country teams, including HR, SIS reporting, work plan progress reports, amongst others.
d. Support implementation of TA programme activities with an emphasis on disability mainstreaming.
e. Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives to support implementation of the MCPD7.

2. Providing technical support to the monitoring and reporting of the Transformative Agenda
a. Organize and execute of the Steering Committee meeting and other relevant regional meetings.
b. Coordinate narrative reporting for donor reports.
c. Provide technical support to monitoring and evaluation activities.

3. Coordinate communication of the Transformative Agenda programme
a. Coordinate and develop technical and strategic position papers, presentations and briefing notes.
b. Coordinate the development of relevant advocacy and communication/information materials at the regional and national level for the Transformative Agenda

Duration and working schedule:

The total duration of the contract will be from 13 September until June 30, 2023. The
consultant will work 9.5 months full-time.

Place where services are to be delivered:

Remotely with travel throughout the region when appropriate. Some travel missions may
be organized if/when travel becomes possible again in the Pacific to cover key events or
generate new content for the Transformative Agenda.

 

Qualifications and experience: 

Education

Masters degree in Public Health, Medicine, Sociology, Demography, Gender, Social science, Economics, International Relations, International Development, Public Administration, Management or related disciplines.

Knowledge and experience

b. At least five years of professional experience in international development, with
at least three years at the international level.
c. Experience in programme implementation, monitoring and coordination.
d. Knowledge and practical experience in UNFPA’s core mandate, including SRHR,
population, gender, and/or adolescents and youth.
e. Experience in programme and/or technical assistance with the UN System;
f. Experience in the Pacific region is an asset.
g. Detail-oriented and the ability to write clearly and concisely.
h. Ability to work independently and as part of an integrated, diverse team and be
comfortable in multiple, high varied settings, and tight deadlines with different work and
learning styles;
i. Proficient in MS Office programmes;
 

Language

Must speak and write English fluently.

Conditions & Remuneration:
UNFPA PSRO will contract the successful candidate under an individual contract and will be responsible for the payment of fees payable according to qualification and standard terms of payment and subject to satisfactory completion of assigned outputs. Payment will be made on completion of a monthly report.
