This is a 15 day consultancy in the SWEDD Regional Technical Secretariat. French is required.
Purpose of consultancy
- To support SWEDD countries in developing their annual work plans on the strengthening of Midwifery training institutions
- To organize and facilitation a project planning workshop with relevant stakeholders in the SWEDD countries
Scope of work: (Description of services, activities, or outputs)
The Consultant will be working in the selected countries in close collaboration with the SWEDD Coordination Units, the UNFPA Focal Points for the component and the dedicated person of the Country Technical Working Group. The work will be divided as follows.
1. Situational analysis
- Make a desk review of existing documentation related to the planning process
- Draft work plan
- Assessment reports of the midwives training institutions;
- Make a situational analysis of the Human Resources for Health in link with midwifery in the SWEDD countries;
- Use the results of the training institutions assessment to identify main problems and gaps in the sector;
- Identify the principal areas of intervention in accordance with the SWEDD project Component 2.4 related to midwifery institutions and
2. Work plan development
- Design a project/work plan narrative including at least the following sections
- Project implementation context
- Project goals and objectives in relation to the overall goal and objective of the component 2.4 as described in the PAD
- Expected results
- The project activities
- The project key indicators
- The resources to be engaged in the project
- The project budget in the form of unit costs per activity or considered task
- A short monitoring
Deliverables
- Mission report available
- Final version of the country work plan available
- Budget and timeframe of the implementation available
Duration and working schedule: 15 days from 1-15 September 2016
Place where services are to be delivered
SWEDD countries as follows: Burkina Faso, Chad, Cote d’Ivoire, Mali, Mauritania and Niger
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)
The Consultant assignment will take place during the month of September and consisst of working on countries to develop the work plan electronically. Hard copies may be required as needed.
- Monitoring and progress control, including reporting requirements, periodicity format and deadline
- Direct monitoring and progress control will be ensured by both UNFPA COs and SWEDD Project Country Coordination Teams throughout the work plan development process
Supervisory arrangements
- The Consultant will be line managed by the UNFPA-WCARO Technical Specialist in Health System Strengthening the SWEDD
- S/He will be regularly reporting to the SWEDD Country Coordinator and the UNFPA Focal Point of the component 2.4 in the country of assignment
- The Consultant will receive administrative, logistic and technical support from UNFPA COs and SWEDD Country Coordination Team
- Together, UNFPA-WCARO, UNFPA CO and the SWEDD Country Coordination Team will provide advices, suggestions and inputs during the work plan development process
Expected Travel
Consultants are expected to travel directly from their country of residence to the country of assignment
Required expertise, qualifications and competencies, including language requirements:
Education
- Advanced and relevant Post-graduate qualification from a recognised academic institution in Public Health, Development or related Social Sciences Business Administration, Management, International Economics, International Development or areas directly related or UNFPA programme areas.
Work Experience
- Minimum 10 years of progressively responsible professional work experience at the national and international levels in project or programme planning, proposal development, monitoring and evaluation and budgeting;
- Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable;
- The SWEDD Country Coordination Team will provide the Consultant will the necessary space and equipment for the assignment period;
Language:
- Excellent oral and written communications and editing skills in French and English.
Other relevant information or special conditions, if any
- All travel arrangements, DSA, TA and security would be according to UNFPA procedures (Security training and security clearance before trips and security briefing upon arrival)
- SWEDD secretariat and WCARO EKPU will provide technical documentation
