Background Information:
Punjab Commission on the Status of Women (PCSW) is currently working with UNFPA and the Bureau of Statistics (BOS), Punjab to conduct surveys on the Social and Economic Wellbeing of Women in the province, and to support setting systems and benchmarks for generating data on gender-related SDGs indicators. The project is supported by other UN Agencies, namely UNICEF and UNDP. The surveys collected data at the district level, and also include a special survey on women in private sector employment, as well as survey of men's attitudes and perceptions on women’s economic and social empowerment. Special attention will be paid to the inclusion of women from minority groups and those with disabilities in the survey. The surveys will be conducted by the BOS through a survey firm, in collaboration with UNFPA and PCSW.
The surveys conducted through a Windows-based Application CAPI, developed in CSPro (The Census and Survey Processing System – a public domain software package) for usage on Tablets. The latest version of Windows and CSPro 7.1 was used. The data collected is saved locally in the Tablets and then synced and uploaded into a server. The data will be stored in the CSPro database file formats and will be transferable to other appropriate software(s) (Stata/SPSS, Excel, etc) for secondary editing, post-coding and cleaning.
UNFPA is therefore seeking the services of a consultant to provide technical guidance to BOS to ensure quality checks for data analysis stage, data cleaning, post coding, and calculation of data quality tables and tabulation for final survey report.
The consultant will submit a detailed work plan to UNFPA, endorsed by BOS. On the basis of the workplan submitted the payment schedule will be finalized
The Consultant will work closely with UNFPA and technical team of BoS.
The consultant will report to Deputy Representative UNFPA and the Director General, BoS.
Scope of work:
Consultant will be responsible for the following tasks/duties:
- Technical final review of the adapted data entry programs (CSPro)
- Final review of the adapted data processing programs
- Review necessary documents to support the data processing activities
- Create programs to assist in the codification of other answers and post coding of some variables.
- Assist BOS to develop appropriate strategies for data processing and analysis.
- Develop and implement the methodology for cleaning, validating (data integrity, robustness, missing value) and analyzing the data
- Perform data quality checks to ensure that collected data are linkable and accurately captured.
- Advise and participate in the development of plans for data analysis and tabulation
- Review or lead the following activities:
- Applying weights supplied by Pakistan Bureau of Statistics (PBS) to the datasets

- Review wealth index created by Punjab Bureau of Statistics
- Finalization of datasets
- Support anonymization (de-identification) of the dataset.
- Review the data processing related parts of the final report. Provide technical comments and recommendations highlighting proposed changes, if any to the relevant chapters. Comments will be shared with BOS.
- Respond to ad-hoc data processing queries

Requirements:
Education:
- Minimum Master Degree in Computer Science, Statistics or related field of study. Candidates with higher degree will be preferred.
- Knowledge and Experience
- Minimum 7 years of professional work experience in data processing for household surveys
- Significant measurement expertise in data management/processing and analysis is required.
- Considerable experience in the field of social and demographic data collection, processing and analysis, preferably in a developing country.
- Extensive knowledge of CSPro and Stata/SPSS software.
- Should have familiarity with the data processing approach of MICS and/or Demographic and Health Surveys (DHS).
- Experience of reviewing complex analytical reports especially based on data
- Familiarity with gender issues in a developing country context, especially South Asia, will be an advantage.
- Excellent communication and interpersonal skills
Fluency in English language and writing skills
Close collaboration with Punjab Commission of the Status of Women and UNFPA.
Confidentiality
The International Data Processing Consultant should respect the confidentiality of the data as well as any other related documents that will be produced throughout the survey process. The Consultant can use the documents and the datasets only for the tasks related to these terms of reference.
The consultant will be required to sign an undertaking regarding the confidentiality of the data.
