Purpose of consultancy:
|
This consultancy will strengthen the eco-system for education, employability and employment of youth in Timor-Leste and position UNFPA strategically within a national platform and UN Youth Results Group for achieving results in the context of the National Action Plan and emerging social context.
|
Scope of work:

Under the overall guidance of the UNFPA Representative and in close collaboration with the UNFPA Assistant Representative and the Program Team, the consultant shall provide:
- Strategic leadership and guidance to creating select Youth Centers as Model Youth Centers, linking employability to placement of beneficiaries.
- On behalf of UNFPA, assist in the meetings of the UN Youth Results Group, and coordinate UN agency inputs towards achievement of the National Action Plan.
- Minimize the gap in reaching youth at scale considering the multiple initiatives of UN Agencies, government and development partners – through a coordinated platform and leveraging existing strengths of the different networks and stakeholders.
- Assist the UNFPA Representative and Assistant Representative to position UNFPA as the ‘go-to” organization for youth programs – by increasing innovation, scale and depth in youth programs.

Training of the staff of select youth centers in new training modules; integration of hardware and software components where applicable. Initiate civic participation and strengthen CSE activities in youth centers (this should include establishment of a pool of national trainers for new training modules).

- Weekly meeting with UNFPA Country Representative and UNFPA program team
- Meetings with other relevant stakeholders based on frequency to be agreed upon

Supervisory arrangements:

Expected travel:
|
Extensive travel expected (up to 15 days per month) within the country – across Dili and other Districts with high population of youth.
|
Required expertise, qualifications and competencies, including language requirements:
|
Education:
- A Master’s Degree in Economics, Social Sciences, Political Sciences, Development Studies or related field; a Bachelor's Degree with at least 10 years’ relevant professional experience will also be accepted in lieu of a graduate degree.
Knowledge and Experience:
- At least 5 years’ experience in capacity building programs that target youth and adolescents, including but not limited to skills for life and work; employment, entrepreneurship etc.
- Experience in development of knowledge management, concept notes, reports, guidelines, or policy documents.
- Proven capability of convening different partners and agencies to work towards a common agenda.
- Experience working in the private sector and with government of Timor-Leste will be an advantage.
- Experience working in the UN also an advantage.

Payment Schedule
