The Position:
Working under the overall supervision of the UNFPA Deputy Representative, the consultant will have to progressively develop a good understanding of the technical aspects of UNFPA Syria portfolio including of Gender Based Violence, Sexual and Reproductive Health and Population Dynamics, in order to convey the information/results effectively to a non-technical audience and develop high quality donor reports. The incumbent will also provide support for the donor relations and dissemination of information together with the communication team.
The incumbent will report to the Deputy Representative. Under the general guidance of the Resident Representative s/he will work in close coordination with the M&E team, programme units, field offices and the IPC.
Job Purpose:
The primary objective of this consultancy is to ensure the timely and high-quality reporting of programmatic activities. The consultant will be responsible for fulfilling all of UNFPA Syria's results reporting requirements, including donor reporting. S/he will also provide comprehensive technical guidance, quality assurance for results reporting, and capacity strengthening while facilitating knowledge sharing on matters related to results reporting.
You would be responsible for:
1) Support the oversight of quality reports including donor reports through substantive inputs and editing, focusing on achievement of the following results:
- Technical units responsible for drafting and reviewing reports to UNFPA HQ, Regional Office, UNCT and donor reports informed in a timely fashion of specific issues that require re- drafting of such report.
- High-quality results reports/donor reports produced according to the standard UNFPA formatting and style, customized to donor interests and requirements.
- Any Cover letter to the donor report drafted, summarizing achievements of the reporting period, commenting on future plans.
- Success stories, project/program results and other outcomes of special interest or note identified and brought to attention of supervisor and management for advocacy and donor relations purposes.
2) Manages the process and flow of donor reporting and other donor-related matters, including support to donor relations and fundraising, focusing on achievement of the following results:
- Efficient and effective production of quality donor reports in a timely fashion and with a results-based focus; reports issued on DARTS.
- Donor reporting systems are regularly updated and maintained; management of reporting infrastructure refined and strengthened.
- Donor report origination, review, and clearances and sign-off on narrative report monitored for timeliness, liaison with Finance unit and alignment of financial reporting with narrative report.
- Routine and extraordinary donor correspondence as needed, including acknowledgements for contributions and pledges, requests for no-cost extensions.
- Monitor earmarking level of funding for UNFPA Country operation and ensure appropriate visibility for donor contributions in compliance with UNFPA guidelines and specific donor requirements.
3) Support to strengthen internal reporting capacity including donor reporting, focusing on achievement of the following results:
Donor reporting process codified, including areas of responsibility and timeframes for actions, in consultation with other responsible technical units; results disseminated and updated, as necessary
4) Provides support to UNFPA’s advocacy, and resource mobilization activities, focusing on the achievement of the following results
- Editorial support to proposals, ensuring proposals are clear and technical input by GBV and RH and PD units is coherent, aligned with the results reported to donors and clear to a non-technical audience.
- Support to proposal writing by providing background information and results reported.
- Monitoring and tracking of proposals submitted to donors and tracking newly signed agreements; responding to capacity needs of information sharing and quality control to support improved and more coherent donor relations.
- Support to ensure visibility of UNFPA’s work and donor support, and advocate for support for the people of concern through ensuring on- site visibility, external reporting, and inputs for online/digital content.
- Any other related tasks as may be required or assigned by the supervisor and/or Head of Office
The timeline for the deliverables will be based on the reporting requirements which will be agreed between the consultant and UNFPA later.
The consultant is expected to produce following deliverables (electronic):
- Production of high-quality results reports:
- Progress reports to regional office, HQ and donor repots due in various dates
- Input to the Regional SitReps updates, Emergency Fund (EF) & Humanitarian Thematic Fund updates/reports (HTF)
- Briefing to donors’ meetings
- Process and flow of donor reporting and other donor-related matters effectively managed, including support to donor relations and fundraising.
- Donor communication letters/briefing produced summarizing achievements of the reporting period, commenting on future plans, etc.
- Internal reporting including donor reporting capacity defined and strengthened.
- Targeted research on donors and supports donor analysis is performed.
- Donor database managed and visibility for donor contributions in compliance with UNFPA guidelines is ensured.
- Supported to prepare communication and advocacy products and statements to be used by the Resource Mobilization team to convince and encourage donors to rapidly fund the overall SRH, GBV, Population and Development and humanitarian response to affected populations.
- The development of capacity of staff and IPs to prepare high quality reports capturing both qualitative and quantitative information, good practices and lessons leant.
- Monitoring and tracking of proposals submitted to donors and tracking newly signed agreements.
- Contribute to develop/update the UNFPA Syria results Dashboard, communication products on various issues related to GBV and SRH
Qualifications and Experience:
Education:
- Advanced University degree in social science, international relations, or other related areas
Knowledge and Experience:
- At least 5 years of relevant experience at national or international level or with international exposure.
- Proven experience within donor organizations reporting, and an experience working in UN agencies or other international development organization.
- Excellent communication and presentation skills. Ability to speak confidently to donors about UNFPAs mandate and activities.
- Proven skills in the preparation of high-quality reporting, development of communication materials is an asset.
- Excellent interpersonal skills complemented by the ability to conceptualize ideas and advocate consensus.
- Demonstrated ability to work under pressure to achieve multiple deadlines.
Languages:
Fluency in written and spoken English is required. Knowledge of the Arabic language is an asset.
