UNFPA intends to recruit 2 consultants to support its country office in hiring for new positions created after a structural review. The HR recruitment consultants will help ensure efficient delivery and operations post-restructuring. UNFPA's strategic plan (2022-2025) focuses on three key goals: ending preventable maternal deaths, addressing the unmet need for family planning, and eliminating gender-based violence and harmful practices. The plan emphasizes recovering from setbacks caused by the COVID-19 pandemic and advancing the ICPD and SDG goals. UNFPA seeks staff who are ethical, principled, transparent, and committed to delivering high-impact results aligned with its mission of safeguarding sexual and reproductive health and rights.
Job Purpose:
These consultancies are to recruit 2 experienced recruitment professionals to manage the mass recruitment efforts for over 50 new positions in the Country and Area Offices. The ideal candidates will have a proven track record in high-volume recruitment, excellent organizational skills, and the ability to work in a fast-paced environment. The mission will be under the overall coordination of the IOM, which may designate any resource person (internal or external to the Organization) to accompany the completion and finalization of the recruitment process for all positions within the set deadlines.
The Afghanistan Country Office staff will be available throughout the process to work closely with the Consultant.
You would be responsible for:
General objective of the mission
The overall objective of the consultancy is to provide recruitment support services, in line and strict compliance with UNFPA HR policies and procedures.
The HR Recruitment Consultant is located remotely for the Afghanistan Country Office (CO) and reports to the International Operations Manager (IOM).
Specific objectives
The specific detailed objectives of the consultancy are as follows:
- Facilitation of recruitment and selection processes including drafting job descriptions, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels, and advising managers and project personnel on contracting options.
- Preparation and/or review of submissions to the Compliance Review Board (CRB).
- Conducting reference checks and clear checks for the recommended candidates.
Expected results
All recruitment processes are completed and subsequent reports are issued within the agreed timeframe, and in accordance with applicable HR policies and procedures;
Qualifications and Experience:
Education:
Advanced University Degree in Management, Human Resources, or related field, with a senior-level background in Human Resources Management and/or Organizational Development
Knowledge and Experience:
At least 5 years of work experience in the relevant field at a senior level;
Experience in large recruitment, developing organization structures, profiles, and assessments in international development organizations;
strong experience in managing large volumes of recruitment in high-paced environments
Experience in working with the UN will be an asset;
A good understanding of UNFPA policies and procedures as they relate to Country Office structure review.
Strong analytical skills and sound judgment are required;
Strong cultural awareness/sensitivity and capacity to work with people with diverse backgrounds;
Language: Fluency in English is required.
Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment):
The consultant will communicate and report progress on a weekly basis to the International Operations Manager (IOM) in undertaking the assignment
There will be no travel involved in this consultancy.
Other relevant information or special conditions: Working arrangements will be 40 hours/week. The consultant will be paid on a monthly basis for six (6) months.
