The Position:

UNFPA current strategic direction defines its work around three transformative and people-centred results in the period leading up to 2030. These include: (a) an end to preventable maternal deaths; (b) an end to the unmet need for family planning; and (c) an end to gender-based violence and all harmful practices, including female genital mutilation and child, early and forced marriage.

UNFPA has just adopted a new Family Planning Strategy, 2022–2030, with an acceleration plan, that defines how the organization can accelerate progress achieved for global family planning. It makes the case for family planning as a foundation for sexual and reproductive health and rights for all. The implementation of the strategy requires deliberate efforts to enhance organizational and country offices capacity and to focus on the eight strategic priorities[1] to accelerate progress towards ending the unmet need for family planning.

The Programme Specialist Family Planning and Reproductive Health Commodity Security (RHCS) works under the overall leadership of the UNFPA Representative and the direct supervision of the Programme Specialist Integrated Sexual and Reproductive Health and Rights (ISRHR) to provide technical support and leadership in the implementation of the corporate Family Planning Strategy and especially the UNFPA Acceleration Plan for Ending Unmet Need for Family Planning (2022–2025), aligned with the timing and focus of the Strategic Plan cycle. He/She ensures the management of strategic and technical support on norms and standards to ensure the delivery of sustainable, country-driven, action plans on high quality rights-based family planning information and services in the context of comprehensive sexual and reproductive health and reproductive rights including humanitarian setting.

Job Purpose:

In a context where the eight programme of cooperation of UNFPA (2021-2025) is intended to provide integrated sexual and reproductive health information and services to women girls and youth, including in the humanitarian situation, you will be a member of a large team of reproductive health leaded by the Programme Specialist Integrated Sexual and Reproductive Health and Rights (ISRHR)who is direct supervisor. In collaboration with the national authorities, civil society organizations and the private sector, as well as the development partners and the UN agencies, the Program Specialist Family Planning and RHCS provides technical and operational support and coordination for the family planning programme and the securing of the Reproductive health products and commodities.

You will actively contribute to prioritizing the roles UNFPA is best-placed to deliver: leadership and coordination; technical support and guidance; quality-assured reproductive health commodities; and accountability; and to leveraging core and non-core resources, including through the UNFPA Supplies Partnership and other thematic funds, donor resources and government financing to prioritize UNFPA work in the Family Planning Strategy’s eight strategic priorities.

To achieve the objective of the country as contribution to the Partnership of Ouagadougou and the global initiative on family planning (FP2030), you will be prompted to provide the leadership for the implementation of innovative and effective strategies to increase demand to ensure access to quality family planning services including the reproductive health commodities security (RHCS). This will contribute to increase modern contraceptive prevalence rate estimated at 18%in 2021 and contribute to the reduction of the maternal mortality rate estimated at 385 deaths per 100,000 live births in 2021.

Qualifications and Experience: 

Education:  

Post-graduate or master’s degree in public health, Medical Sciences, Pharmacy, Social Sciences or related.

Knowledge and Experience: 

  • 5 year’s experience in planning, coordination and monitoring/evaluation of programs of sexual health and reproduction in the public sector, and/or private sector and INGO including in the humanitarian context;
  • Prior experience with UN/UNFPA is an asset but not a requirement;
  • Experience in the management of Reproductive Health commodities, capacity to conduct information management logistics of supply and distribution of RH products with use of relevant software for quantification, estimations;
  • Relevant experience in the strengthening of national capacity, targeting policy, legislation and strategy of reproductive health, advocacy and technical support to national institutions and civil society organizations;
  • Ability to mobilize and coordinate diverse stakeholders to achieve a result of common interest;
  • Proven organizational skills, including time management, and ability to meet deadlines;
  • Excellent communications, interpersonal and negotiation skills;
  • ICT literate (MS Word, MS Excel, MS PowerPoint, and other presentation software)

Languages: 

  • Fluency in written and spoken French. Good command of working English a must.
