  1. PURPOSE OF CONSULTANCY

 

UNFPA is supporting the Universities of Economics and other institutions of higher learning in Myanmar to strengthen their capacity to provide training in Demographic/Population Studies, that is in line with international standards and global emerging issues in the field of population and development; and responds to the demands of the economy, the market and the development sector in the country. In this regards, an extensive review of the current training in Population Studies at the Bachelor and Master levels and a needs assessment was conducted by UNFPA in 2018.

 

The new curriculum and syllabus were approved by Board of Studies in May 2019. In order to enable the training institutions in Myanmar to deliver the new curriculum, there is need for capacity building in several themes, subjects and topics. This includes training of teaching staff and provision of teaching and learning materials and resources, among others.

 

UNFPA therefore seeks the services of technical demographers and specialists in population studies to provide the training of university teaching staff.  Some of the areas of expertise being sought after include: Demographic analysis of Mortality, Migration, Population Projections, Indirect Estimation Techniques, Computer Application for Demographic Analysis and Multistate Demography.

  1. SUPERVISION AND WORKING ARRANGEMENT

The consultant will work under the overall guidance of the Representative of UNFPA Myanmar, with day-to-day supervision of the Programme Specialist and close collaboration with Programme Analyst. The consultant will work in close collaboration of the Head of Department of Statistics, Yangon University of Economics.

  1. SCOPE OF WORK AND EXPECTED DELIVERABLES

The Consultant(s) will provide hands-on training to teaching staff from the universities in Myanmar that currently teach courses in Population Studies at Bachelor and Master levels. Below are the specific courses and the proposed timing:

  1. The following deliverables will be expected from the individual consultants:
  2. Course outlines and training plan for each of the topics, which will be agreed with the universities and UNFPA in Myanmar
  3. Training manuals and guides tailored towards the content of the new curriculum
  4. Hands-on training to teaching staff at the universities (using Training of Trainer techniques).
  5. Electronic versions of teaching materials adapted to the Myanmar curriculum
  6. Pre- and post- training evaluations
  7. Catalogue of relevant reference materials
  8. A final report with recommendations for follow up by UNFPA, Ministry of Education and/or the Universities

Working Schedule: The trainings will be of the duration proposed in the section above. A maximum of 2 days (home based) will be allowed before and after the training for preparation and report writing. 

  1. DELIVERY DATES AND HOW WORK WILL BE DELIVERED

The expected delivery dates for each course are outlined above, between July and November 2019. All deliverables outlined in these Terms of Reference will be delivered electronically, preferably in editable format

  1. MONITORING AND PROGRESS CONTROL

The Consultant will have regular meetings with the Department of Statistics and technical personnel, as well as the UNFPA Technical Team.  The consultant will provide regular updates to UNFPA management on progress.

  1. QUALIFICATIONS AND EXPERIENCE
  • An advanced university degree (PhD level) in the area of Demography and Population Studies or related field;
  • At least ten (10) years of experience in teaching or trainings in technical demography and population studies, with specializations (depending on the assignment) in Mortality, Migration, Population Projections, Indirect Estimation Techniques, computer analysis and, Multistate Demography.
  • Demonstrated ability to work closely with national counterparts and in complex environments.
  • Excellent communication and facilitation skills and fluency in written and spoken English;
  • Strong analytical and presentation skills;
  • Dedication and belief in upholding the highest ethical standards and respect for data confidentiality;
  • Adaptability and ability to work with people from different socio-cultural backgrounds and across different managerial levels
