Organizational Setting
Bangladesh is the 8th most populous country in the world. Several of the country’s health outcome indicators, especially with regard to maternal mortality and infant/under-5 mortality, have improved
significantly in the last decade. The Maternal Mortality Ratio (MMR) declined from 574 maternal deaths per 100,000 live births in 1990, to an estimated 176 in 2015; despite this improvement, however, an
estimated 5,200 women die in pregnancy or childbirth every year. Most maternal deaths are largely due to delivery by unskilled birth attendants at home and lack of basic and comprehensive emergency
obstetric and neonatal care (EmONC) from a skilled provider at a facility. Critically, the national level of skilled attendance at birth remains low; 63 percent of all deliveries take place at home, and skilled
health personnel attend only 42% of deliveries, with wide disparities between the rich (73%) and the poor (18%). All this illustrates the need for greater attention to reproductive health indicators as a
whole.
Against this background, UNFPA is implementing one of the biggest Country Programmes in the world, in Bangladesh. The Programme Team led by the Deputy Representative has four components, in line
with the corporate Strategic Plan outcome areas, i.e. Sexual and Reproductive Health and Rights, Adolescents and Youth, Gender, and Population and Development (referred to as Population, Planning
and Research in the Country Office). The SRHR Component is the biggest portfolio, in line with the corporate “Bull’s Eye” of the Strategic Plan that focuses on universal access to SRH and reproductive
rights, further reduction of MMR, and advancement of the ICPD agenda.
UNFPA started its operations in Bangladesh in 1974, soon after the independence. While the Country Office is based in the capital city, Dhaka, UNFPA also has project offices in several districts throughout
the country where health and gender indicators are particularly lagging behind. As the current Country Programme is coming to an end, UNFPA is formulating the next 9th Country Programme (2017-2020) to
be appraised for approval by the Member States at the Executive Board session in September 2016. The afore-mentioned 4 pillars (SRHR, youth empowerment, gender-based violence, population dynamics)
will continue to form the outcome areas in the 9th CP with more emphasis on policy incidence and capacity development. 9CP will respond to the government’s 7th Five Year Plan and its aspiration to
achieve the Agenda 2030 and the Sustainable Development Goals that call for sustainability, universality, inclusiveness and equity to “leave no one behind”.
The Country Office is located in Dhaka, with project offices located in several districts throughout the country. The JPO – Reproductive Health Analyst will be based in the CO in Dhaka and report to the
Chief of SRHR Unit. S/he shall help establish and maintain liaison with other units of the Country Office and with external partners including UNFPA’s Implementing Partners, other UN agencies, donors, civil
society, academia and private sector, to ensure the achievement of intended results and impact from the programme.
Qualifications and Experience
- Advanced degree in Public Health, Epidemiology, Health systems or other related field.
- Minimum 2 years of professional experience, in international development or corporate sector.
- Strong orientation to research and analytical statistical work, are strong assets.
- Exposure to professional or academic background on SRHR issues, desirable.
- Sound knowledge about the UN System, multi-lateral or bilateral donor, and understanding of human rights-based approach an advantage.
- Commitment to development work essential. Professionalism, maturity, integrity and confidentiality.
- Strong English communication, oral and written a must.
- Teamwork spirit, learning spirit, client focus, good inter-personal communication and negotiation skills.
- Pro-active and capable of effectively working independently with minimum guidance.
- Administrative, management and organizational skills, including time management.
- Strong problem-solving skills, with creativity and flexibility to fashion viable alternatives.
- Proficiency in computer applications and presentation skills are essential: MS Word, MS Excel, MS PowerPoint, prezzie, and other etc.
- Proficiency in statistical software such as SPSS, Epi info and SAS.
