Background

Innovation is essential for UNFPA to deliver at the scale and pace needed to realize the ICPD Programme of Action and achieve the three Transformative Results by 2030. To enable UNFPA to be fit-for-challenge to achieve the outputs in complex development and humanitarian contexts and to sustain peace, UNFPA commits to harness innovation to meet tomorrow’s challenges and boost its impact, especially for those furthest behind, and leverage opportunities, social capital, funding and technology. UNFPA Strategic Plan has identified innovation as a key accelerator to realize its objective and achieve the Sustainable Development Goals. 

Following a recent analysis on mainstreaming innovation in UNFPA, Senior Leadership has agreed to form a Transition Team to implement and move the strategic recommendations of the analysis forward. The transition team on mainstreaming innovation (Innovation Team) is dedicated to the further vetting and detailing of the recommendations, supporting ongoing corporate activities and initiatives on innovation, and to establishing a more permanent innovation structure at UNFPA. The team is focusing on 4 key pillars: strengthening architecture and capacity building for innovation, communication and enabling culture for innovation, innovative financing and partnerships. 

The Innovation team is led by a Team Leader, who reports to the Deputy Executive Director for Programmes and works in close consultation with the Deputy Executive Director for Management and the Chief of Staff in the Office of the Executive Director (OED). The Innovation Team consists of the Team Leader, two Technical Specialists, one Technical Analyst and one Programme Analyst, and supported by a shared admin/assistance function. 

Content and methodology of supervision

As part of the UNFPA JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
  • Establishment of a work plan, with clear key results
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
  • Easy access to the supervisor
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties
  • Annual performance appraisal and development with the supervisor (PAD)

In addition, the following specific supervision arrangements will apply:

  • The JPO will work under the direct supervision of the Innovation Team Leader, while working closely with the Innovation team and other business units, in particular Resource Mobilization Branch and Strategic Partnerships Branch.

Required Skills and Experience

Education:

  • Masters Degree or equivalent degree in social sciences or related fields  

Experience:

  • At least 2 years of experience in development projects or with specific experience in relation with partnerships, resource mobilization, innovation, sexual and reproductive health and/or Human Rights. Prior experience in developing countries is an asset;  

Language requirements:

  • Fluency in English. Ability to write clearly and concisely; 
  • Minimum basic knowledge of Finnish or Swedish languages
  • Knowledge of other working languages of the UN is an asset; 

Nationality:

  • This position is open only to Nationals of Finland

Age of the applicant:

  • The maximum age of the applicant is 32 years by 31.12.2022.

Other important attributes:

  • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.
