The Position:
The Last Mile Assurance Lead Analyst is responsible for coordinating and supporting the implementation of the Last Mile Assurance (LMA) process, established to provide assurance on whether programme supplies: (i) are adequately managed and safeguarded by the implementing partners to which they are entrusted, minimizing waste and fraud; (ii) timely and effectively reach the “last mile”, i.e., the service delivery points where beneficiaries can access them.
The LMA Lead Analyst is responsible for:
A. Developing, maintaining and enhancing the LMA process and tools.
B.Coordinating and monitoring the implementation of LMA process activities.
C. Providing support and guidance to country and regional offices and implementing partners as regards LMA activities.
D. Overseeing country and regional office LMA activities.
E. Aggregating, assessing and communicating the status and results of LMA activities.
This position reports to the Head, Country Office Support and Monitoring Team of the Supply-Chain Management Unit (SCMU) and supervises the Last Mile Assurance Analyst.

UNFPA occupies a unique position in the Reproductive Health Commodity Security (RHCS) space as a critical player in supply chain management, a leading public procurer of SRH commodities, a trusted partner to national governments, and one of the few organizations with the scale and partnerships necessary to build accountability for last mile delivery. Additionally, in humanitarian settings, UNFPA is responsible for ensuring the availability of lifesaving sexual and reproductive health and gender based violence prevention and response commodities to those hardest to reach, and commodities to enable operational programme implementation in the hardest to operate settings.
The Supply Chain Management Unit (SCMU), which is being established in 2021, ensures that UNFPA is able to effectively and efficiently support the delivery of life-saving supplies where they are needed most with the speed and quality required to ensure continuity of UNFPA operations. To do so, it provides enabling services to Regional Offices and Country Offices and ensures coordination, end-to-end visibility and accountability on all supply chain and logistics management related activities across all UNFPA Programmes.
Job Purpose:
As the Last Mile Assurance Lead Analyst you will have the opportunity to work as part of a multidisciplinary team dedicated to ensuring that UNFPA can play its role as action leader and global champion of reproductive health and rights aiming to end unmet need for family planning, maternal death, and violence and harmful practices against women and girls.
Qualifications and Experience
Education:
Advanced university degree in business administration, public health, supply chain management, international development, economics, or equivalent is required.
Knowledge and Experience:
- At least 2 years of relevant experience designing, implementing and executing SCM assurance activities.
- Solid understanding of the UNFPA mandate, commodity security programmes and supply-chain operations.
- Sound understanding of health supply chains in low and middle income countries.
- Experience providing training, support and guidance to business units as regards inventory controls and SCM assurance activities.
- Experience developing policies and procedures and standard operating procedures and delivering in-person and remote training.
- Experience managing teams of people to accomplish shared goals.
- Advanced knowledge of spreadsheets and data analysis and visualization tools.
- Strong analytical and problem-solving skills.
- Excellent written and spoken communication and presentation skills.
Languages:
- Fluency, in verbal and written communication, in English and French required.
- Fluency in Spanish desired.
- Working knowledge of other official UN languages an advantage.
