The Position:

The Project Assistant position is located in UNFPA Kyrgyzstan Country Office. The Project Assistant will closely work with the CO RH programme and CO operational team as well as international and national implementing partners (IPs). Incumbent will provide support in adhering to UNFPA regulation, rules policies and procedures in project implementation and other assigned operations tasks under DEX and NEX. delivery.

UNFPA mobilized financial resources: 

  • through the India-UN Development Partnership Fund which is managed by the United Nations Office for South-South Cooperation (UNSSTC). The project “Increase access of rural women to quality reproductive and maternal health services in maternity hospitals, 2023-2025” focused on reducing preventable maternal morbidity through piloting quality of health care services using the obstetric surveillance system and accessibility of tele networking and tele counselling on maternal health services and introducing AMMA App in 5 maternity hospitals. As fund manager and secretariat of the Board of Directors and UNFPA CO in Kyrgyzstan will implement the project.
  • through the Multi-Partner trust Fund  office. The project will be implemented by the World Health organization (WHO), United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF), United Nations Fund Population Agency (UNFPA) as the UN Joint SDG Fund named of the project “Bridging the digital health divide, 2024-2026. Within the project, UNFPA will focus on developing standards, guidelines, and a monitoring and evaluation framework for telemedicine and will support Electronic health records enhancements to improve electronic registries for pregnant women and new-borns.

Job Purpose:

The Project Assistant provides programmatic, administrative and financial support to the UNFPA projects funded by the UNSSTC and the UN Joint SDG Fund. 

Project Assistant will work closely with NPA on Maternal health project, Specialist on RH, Operations staff/personnel, Finance Associate, Operations Manager to ensure all deliverables are produced in a timely manner and in good quality.

For official travel associated with the assignment if needed, the travel costs (in addition to the consultancy fees stated in the IC Contract) will be processed under UNFPA’s Duty Travel policy and procedures

You would be responsible for:

  • Render logistical, administrative and organizational support within the UNSSTC and  the UNJSDGF projects; 
  • Assist on financial and administrative matters to the project and RH programme;
  • Obtain and provide necessary information and documents regarding financial records and projects expenditures; provide all requested financial and administrative documentation to country office upon request and by the set reporting deadlines; 
  • Organise audio and video conferences; review incoming correspondence, collect and prepare necessary information for reply/action, and draft and finalise responses; 
  • Undertake any other assignment that may be requested by the supervisor and CO management.
  • Respond to inquiries regarding files, correspondences and references;
  • Briefing personnel and Implementing Partners on general administrative, financial, personnel matters under DEX and NEX execution. 
  • Carry out other relevant tasks according to requests from CO staff.
  • Assistance in implementation of RH programme and the UNSSTC and the UNJSDGF projects workplans (AWP);
  • Conduct procurement of goods and services within the projects needs, as well as prepare, collect, compile and submit supporting documentation according to UNFPA Procurement guidelines.
  • Any other tasks required by the Head of Office, SRH specialist, Operations Manager, NPA on Maternal Health, for smooth running and success of the implementation of project activities.

Qualifications and Experience Education:

Completed secondary level education required. 

Knowledge and Experience:

  • minimum 5 years of relevant administrative or financial experience at national level
  • Previous experience of working for UN or nationally executed programme (s) is an asset.
  • Practical experience in procurement is an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.). 

Languages:

Fluency in English and Russian is required. Knowledge of Kyrgyz is an asset.
