The Position:
The Monitoring and Evaluation Specialist is responsible for oversight and implementation of the monitoring and evaluation framework under the UNFPA 10th Country Programme Document (2023-2027). The Monitoring and Evaluation Specialist works in an integrated manner with the programme and technical staff in UNFPA Pakistan and partner organizations to ensure the use of results-based indicators, relevant data collection and analysis to inform programming and readjustment processes within the programme cycle. The M&E specialist will contribute to the formulation of the annual M&E plan, ensuring alignment of the system-based indicators and target milestones under the CPD 10 drawing upon the monitoring and analysis of interventions, and lessons learned. Under the overall guidance of the UNFPA Representative and Deputy Representative’s direct supervision, the position will be responsible for ensuring that a results-based monitoring and evaluation plan is developed, implemented, and results acted upon within the project implementation framework.

Job Purpose:
In a complex operating environment, you will play a vital role in project planning, performance monitoring and evaluation.
You will play a leadership role with the M&E team in developing and implementing robust monitoring, evaluation and capacity-building plans and establishing collaborative relationships with relevant stakeholders including government institutions, UN agencies, academia, and professional societies in Pakistan. You will facilitate and coordinate technical advisers and experts.
Education:
Advanced university degree in population and development studies, sociology and/or other related social science field
Knowledge and Experience:
- A minimum of five years of professional experience in the field of development, and population activities, with relevant and increasingly responsible professional experience in programme/project management and knowledge of evaluation and research methodologies applied to development, health and/or social programmes
- Recognized expertise in monitoring and evaluation, including sound knowledge of results-based management techniques
- Knowledge of statistical software (SPSS, STATA, CSPro and DevInfo) is an advantage;
- Track record in managing evaluations, with strong qualitative and quantitative research skills, and proven ability to produce demonstrable results
- Experience in project design, management, and monitoring
- Familiarity of working in the UN system is beneficial
- Familiarity with multilateral development programmes and working procedures, especially global RMB and M&E standards and practices
- Field experience is a strong asset
- Strong presentation, communication, and writing skills
Languages:
Fluency in English is required. Working knowledge of another official UN language is desirable.
