The Position:
The Monitoring and Evaluation Specialist is responsible for establishing and maintaining a practical system for monitoring and evaluation of the project titled “Sihat Mand Khaandaan: Healthy Families for Pakistan through Accelerated Reproductive Health and Family Planning Services”, which is funded by the Government of Canada, with the total budget of 21 million Canadian dollars for the period of 2020-2024.
The Monitoring and Evaluation Specialist works in an integrated manner with the programme and technical staff in UNFPA Pakistan and partner organizations to ensure the use of results-based indicators, project data collection and analysis to inform programming and readjustment processes.
You will contribute to the formulation of humanitarian workplans, drawing upon the monitoring and analysis of interventions, and lessons learned.
Under the overall guidance of the UNFPA Representative and Deputy Representative’s direct supervision, you will be responsible for ensuring that results-based monitoring and evaluation plan developed, implemented, and results acted upon within the project implementation framework.

Job Purpose:
In a complex operating environment, you will play a vital role in project planning, performance monitoring and evaluation.
You will play a leadership role with the project team in developing and implementing monitoring, evaluation and capacity building plans and establishing collaborative relationships with government institutions, Aga Khan Foundation, UN agencies, academia, and professional societies in Pakistan.
You will facilitate and coordinate technical advisers and experts.
Requirements:
Qualifications and Experience
Education:
Advanced university degree (Master’s) in population and development studies, sociology and/or other related social science field
Knowledge and Experience:
• 5 years of increasingly responsible professional experience in planning, designing and management of large and complex programmes;
• Substantive experience in programme development and implementation and establishing monitoring and evaluation frameworks;
• Substantive knowledge of results-based monitoring;
• Client orientation and strong team work attributes;
• Knowledge of rights-cantered approaches and gender mainstreaming;
• Knowledge of the UN system would be an advantage;
• Excellent writing, communication presentation and computer skills;
• Proficiency in current office software applications;
• Field experience is strongly desirable;
• Knowledge of the UN system would be an advantage.
Languages:
Fluency in oral and written English is required and working knowledge of other UN Languages is desirable.
